Responsibilities

The selected candidates will engage in developmental activities while working towards full performance levels. Advancement to the full performance level is not guaranteed and will depend on demonstrated competency in the role, current work at the higher grade level, and recommendations from supervisors.

The U.S. Department of the Interior is looking to fill several Realty Specialist GS/07/09 (FPL-11) positions, with responsibilities spanning various offices. These roles will involve providing specialized knowledge in numerous land and realty processes, which may encompass areas such as the Federal Land Policy and Management Act (FLPMA) realty actions, land case management, compliance, environmental assessments, title report reviews, rights-of-way grants, and budget management. The GS-05 position serves as an entry-level role, while the GS-07 is more developmental, and the GS-09 operates with greater independence, enhancing their skills and knowledge towards achieving the full performance level of GS-11.

Key Duties of Realty Specialist:

- Collects, evaluates, and processes data, making informed recommendations on a variety of routine and complex land and realty actions, particularly focusing on rights-of-way, communication sites, permits, and leases.
- Supports the implementation of District office management strategies.
- Interprets and applies relevant laws, regulations, policies, and guidelines governing the land and realty program, including but not limited to the Federal Land Policy and Management Act and the National Environmental Policy Act.
- Conducts on-site compliance assessments for rights-of-way, permits, and other authorizations.
- Prepares and finalizes legal documents and correspondence related to realty tasks, ensuring coordination with senior staff and legal advisors on document sufficiency.
- Reviews title reports and abstracts, preparing preliminary and final title opinions.
- Utilizes automated land and records systems to document various land and realty transactions, employing software tools such as Microsoft Office Suite, BLM and GLO online records, and various databases.

Qualifications

To qualify, candidates must meet the experience and/or education requirements outlined below. Resumes must clearly reflect relevant experience. If qualifying through education, unofficial transcripts must be submitted with the application.

MINIMUM QUALIFICATIONS: To be considered minimally qualified, candidates must demonstrate the required specialized experience and/or education for the grade level applied for.

GS-05:
General Experience:
Candidates must possess three years of general experience, with at least one year comparable to the GS-04 level in the Federal service, performing tasks such as:
1) Assisting in data analysis or reporting;
2) Researching records and related documents;
3) Supporting case file management;
4) Analyzing problems for resolution.
OR
Education: Completion of a 4-year degree in any field from an accredited institution is required. Transcripts must be included.
OR
Combination: A combination of education and experience may qualify as long as the total meets at least 100%.

GS-07:
Specialized Experience: Candidates must have one year of specialized experience comparable to the GS-05 level in the Federal service, performing tasks such as:
1) Analyzing information on land and realty actions;
2) Assisting in determining land ownership;
3) Gathering data for environmental reviews;
4) Engaging with the public on non-controversial actions.
OR
Education: One year of graduate-level education from an accredited institution is required.
OR
Superior Academic Achievement: Candidates must meet specific academic criteria.
OR
Combination of Education and Experience: A combination of education and experience may qualify as long as the total meets at least 100%.

GS-09:
Specialized Experience: Candidates must have one year of specialized experience comparable to the GS-07 level in the Federal service, performing tasks such as:
1) Consulting on routine realty transactions;
2) Conducting compliance examinations;
3) Monitoring budget plans;
4) Preparing responses to inquiries regarding public land actions.
OR
Education: A Master's degree or equivalent graduate education is required.
OR
Combination of Education and Experience: A combination of education and experience may qualify as long as the total meets at least 100%.
