Spherion, in partnership with a local university and the Department of Health Services, Division of Medicaid Services, is providing staff support for the Department’s work on the National Core Indicators surveys, which supports the Department’s efforts to increase the number of youth and adults with disabilities in paid integrated employment, promote community involvement, and measure the quality of life and satisfaction with services.

Under the direction of DHS, the Public Health Researcher is responsible for implementing and analyzing the results of National Core Indicators surveys, which help inform efforts to improve employment outcomes and community integration for youth and adults with disabilities. This role includes a benefits package (health, dental, vision, PTO, and paid holidays), and is an indefinite contract role. Pay rate will be discussed during the interview process.

The role of the Public Health Researcher (known internally as Assistant Researcher/Client-Based Researcher II) is to lead projects related to the National Core Indicators (NCI) surveys including the In-Person Survey (IPS), National Core Indicators – Aging and Disabilities (NCI-AD) projects, and Child Family Survey (CFS). Duties are as follows:

Perform data entry and analyses as required, for the NCI program, which includes oversight of several supporting data operations including sample methodology and Wisconsin-specific question design
Coordinate with the contracted vendor that is conducting the survey interviews, as well as assist in oversight of the interview process
Finalize, as well as oversee, completion of all paperwork related to protocol; maintain effective communication with the Human Services Research Institute (HSRI), ADvancing States, the National Association of State Directors of Developmental Disabilities Services (NASDDDS), the contracted survey interview vendor, (including communication regarding sample data and vendor reports); conduct additional analysis on NCI results; and serve as the Wisconsin Department of Services (WI DHS) point of contact regarding the NCI Surveys
Create communication materials, for printed and electronic purposes, for stakeholder outreach, and additional training needs as designated by WI DHS protocols, and create NCI presentations to disseminate information for internal/external stakeholder requests
Ensure adherence with state and federal laws, rules, and regulations; collect and evaluate the information necessary

Qualifications:

A combination of public health education and experience
Experience with Data Analysis and Research methodology design
