Job Title: IDS Manager (LASR) Division: Mission Services Department: Long-Term Adult Support and Resources (LASR) Reports To: Director of Intellectual Disabilities Services / Vice-President of MS FLSA Status: Exempt Reviewed By: Human Resources SUMMARY Supervises, plans, directs, evaluates and coordinates the activities of the Long-Term Adult Supports and Resources (LASR) program and other services relating to people with disabilities to ensure alignment with community needs and compliance with all applicable requirements and contract goals. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Oversees the development and implementation of programs in the department to ensure they meet all stipulations of funding sources, contracts, accreditation, certifying and monitoring bodies, and Goodwill specifications and expectations. Establishes productivity and quality standards, develops budget and cost controls, and obtains data regarding types, quantities, specifications, and delivery dates for programs and services. Directs compliance of personnel and established company policies, procedures and standards such as maintaining participant records, assuring compliance with federal and state regulations, personnel and grievance practices, and adherence to policies governing contractual requirements of all programs and services. Assigns caseloads and related duties, and coordinates activities of staff in providing employment, case management, and/or other services to assist program participants in achieving their goals. Assists staff members through individual and group meetings in analyzing case problems and in meeting the goals of the program. Provides direct support to participants as needed when Service Coordinator/Senior Support Specialists/Support Specialist/Personal Assistant are unavailable for scheduled services. Reviews case records and evaluates performance of staff members and recommends indicated action. Participates in developing and implementing agency administrative policy. Assures that all aspects of the program's contractual requirements are met. Counsels participants individually or in groups on planned or as needed basis and in emergencies. Responsible for recruitment, hiring, supervision, training, evaluation and development of staff in all assigned programs. Provides in-service training for experienced workers in areas such as new policies, procedures, and regulations. Conducts or directs staff development programs and tracks the development. Represents agency in community, interagency activities and with funding sources. Prepares all necessary contractual and Goodwill reports as required and necessary. Prepares and completes internal and external reports as required by the agency and/or funders. Attends and participates in state and agency meetings. Conducts monthly and quarterly audits of program caseload as prescribed by agency and program policy and procedure for reporting purposes. Verifies that data is correct and submit reports to agency supervisor. Responsible for accessibility reports, outcome management reports, any program related reports, and meeting CARF accreditation standards. Monitor budget to stay within program and contract guidelines. Ensures that the program is utilizing budget ethically and trains their employees on contract guidelines. Completes participant, employer, and funder satisfaction surveys on a regular basis. Provides experienced and competent leadership in carrying out the policies and procedures of the agency and the program through interagency and interoffice teamwork. Assists the Director and Vice President by participating in the grant writing process through input on special projects. Provides updated community resource listing to staff in order to facilitate their success in serving program participants, and assist with the referral process as needed. Communicates professionally with supervisors, coworkers, program participants, State reps, and other stakeholders involved in service provision. Understands and supports implementation of concepts related to self-determination for program participants. Works with staff at GIH, State reps, and/or program participants as needed to resolve all conflicts professionally and expeditiously, to assist participants in identifying, understanding, and overcoming barriers. Utilizes database and software associated with case management activities efficiently, and in accordance with State and GIH policies and procedures. Supports and leads the training of employees on the utilization of databases and software processes. Responsible for awareness of and adherence to all company and safety policies and procedures. Work on special projects or other duties as assigned by Director or VP of Mission Services. PROGRAM SPECIFIC RESPONSIBILITIES Responsible for the coordination and implementation of conducting, analyzing, and summarizing outcome management information, statistical and accessibility surveys with consumers, funders, and families on an annual basis. Assists staff and participants with daily program matters, classroom training procedures, developing training manuals, case files, and evaluation procedures. Maintains close communication with statewide DOH personnel and responds to requests in a timely manner. Maintains close communication with all contracted service providers; processes invoices in a timely manner. Committed to participant overall safety and wellbeing; ensuring that neglect and abuse of any form is prevented and reported according to regulation. SUPERVISORY RESPONSIBILITIES Manages subordinates who supervise employees in department programs. Also directly supervises non-supervisory employees as needed. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, making recommendations for hire, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Bachelor's degree from accredited college and one to three years related experience. LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or board of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS CPR/First Aid certification, T.B. clearance, current driver license, access to an insured vehicle, proof of auto insurance, driver’s abstract that meet company guideline. Must be able to pass/provide a criminal history inquiry and Adult Protective Services and Child Welfare Services checks that meets Goodwill's standards. Regular attendance is a requirement of this position. Core work hours are between 7:30am – 4:30pm, Monday-Friday. However, evening and weekend hours required as needed for the demands of the job.
