Position Summary

 

The Senior Director, State Agency Relations oversees all State Agency Relations work including directing advocacy and monitoring activities involving rulemaking proceedings, compliance, permitting, and other regulatory matters for all state regulatory agencies, boards, commissions, councils, and task forces other than the Legislature and California Public Utilities Commission (CPUC), on issues related to utilities, energy, natural resources, public safety, and the environment. The Senior Director handles principal level interactions with members of the California Energy Commission (CEC) on subjects ranging from the Integrated Energy Policy Report (IEPR) to CEC proceedings on greenhouse gas (GHG) emissions in power plant permitting and combined heat and power. This position also acts as company lead for the California Air Resources Board (CARB), the State Water Resources Control Board's (SWRCB), California Coastal Commission, and the California Board of Equalization. Advocacy activities can have a significant financial impact on the company, ranging from tens of millions to hundreds of millions of dollars.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

 

Reporting Relationship

 

Reports into the VP, State Government Relations.

 

Job Responsibilities

 

  • Directs State Agency relations advocacy for complex, high-impact issues. Oversees the Company's position by advocating favorable outcomes and proactively identifying and executing advocacy opportunities and responding to information requests. Creates an integrated advocacy approach that aligns across many different cross-cutting issues.
  • Provides high-level strategic leadership and makes recommendation to executives on a wide array of complex energy, natural resources, the environment and business issues. Provides strategic guidance and input in the development and formation of rulemaking proceedings, compliance, permitting and other state regulatory matters.
  • Creates integrated regulatory advocacy strategies supporting the Company's business objectives that align across individual lines of business related to environmental permitting, wholesale and retail energy market design policies, emissions market design, competitive issues, procurement policy practices, and other utility operations.
  • Regularly meets with the key governor’s office staff and senior leaders/contacts of state boards and commissions and agency directors, deputy directors and executive officers to help promote the Company’s strategy and position on industry developments and issues. Strives to influence and shape regulatory policy. Establishes and manages on-going communications and working relationships with representatives, organizations and internal and external contacts/stakeholders.
  • Works internally to support, line-of-business activities, corporate and governmental relations initiatives, and other company priorities. Informs Company executive leadership teams of regulatory developments including meeting outcomes, proposed regulations, and timing of key regulatory decisions.
  • Represents the Company’s interests at industry events and conferences through networking and meeting with key industry representatives and decision makers.
  • Coordinates with the State Legislation team on policy and on appointments confirmation process before the Senate Rules Committee. Recruits candidates and communicates with the governor's office regarding appointments. Interacts with members of the California Energy Commission (CEC) on a variety of issues. Acts as company lead on the State Water Resources Control Board's (SWRCB) proposed policies, tax issues and permitting matters.
  • Develops long-term strategic direction, operating plans, and performance metrics for department that supports State, Local, and Federal Government teams, the Regulatory Affairs team, and other core Company’s lines of business and objectives.
  • Regularly monitors staff/department performance and prepares summaries and presentations conveying status of department initiatives and presents to the VP. Addresses sensitive and complex issues that can have a significant impact on the department.

Compensation

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:

 

Bay Area Minimum: $216,000

Bay Area Maximum: $368,000

 

Or

 

California Minimum: $205,000

California Maximum: $350,000

 

Background Qualifications

 

Minimum

  • Bachelor's degree in humanities or natural, social or environmental sciences or related discipline or equivalent experience
  • 10 years in governmental/regulatory relations or in high-level governmental position, or a combination; minimum eight years of experience in managing employees.

 

Desired

  • Master's or other graduate degree in public policy or administration, law or environmental sciences.
  • Significant previous employment in a legislative or regulatory agency.
  • Utility or energy industry experience.
