ABOUT THE DEPARTMENT

The Department of Permitting Services' (DPS) primary mission is to promote the health safety, welfare, and economic wellbeing of residents, businesses, and communities in Montgomery County with timely professional, transparent, and consistent review and processing of plans and permits and through inspections of structures, rights-of-way, and development.

PROGRAM SUMMARY

The Division of Commercial Building Construction is responsible for ensuring public safety through the effective application of commercial building, structural, electrical, mechanical, fire-safety, accessibility and sustainability conservation codes and standards. This goal is accomplished through plan review and construction site inspections to facilitate compliance with approved plans and regulations.This program processes applications for and issues Building, Mechanical, Fire Protection and Electrical Permits.The program also handles construction complaints during natural and other disasters and assists in disaster recovery.

ROLES & RESPONSIBILITIES

The Program Manager II (Field Supervisor) position will supervise and mentor commercial building (COMB) inspectors who conduct combination inspections; evaluate and enforce building, mechanical, life safety and accessibility codes and Montgomery County codes; and resolve customer complaints and grievances.The supervisor has a critical role in meeting department standards and policies in staff hiring, development, and performance evaluation.

As supervisor, the person in this position will organize, schedule, and distribute daily work tasks; provide one-on-one and team training for inspectors; respond to customer service requests and complaints; conduct and record quality control inspections, for both inspectors and projects; ensure timely completion of inspections and documentation of results in the DPS database system; perform assigned or specialized inspections and field investigations; and, approve issuances of Notices of Violation, Orders, and Citations.

As part of the management team, the position will provide expert technical and code interpretation, advice and guidance to inspectors, contractors, customers and others; facilitate the issuance of final inspections and U&O approvals; develop, recommend and implement DPS policies, procedures and guidelines affecting COMB division; implement internal quality control standards to achieve uniformity and high quality of inspections; promote team mentoring and training of new hires; serve as a point of contact with senior management and department divisions, and as a liaison between other County departments, such as, Housing and Community Affairs and Fleet Management, and outside agencies, such as, Maryland National Capital Park and Planning Commission; and attend hearings/court sessions and testify as an expert witness when appropriate.

This position REQUIRES the possession of a valid driver's license from applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

The position supervises unionized employees and has a responsibility to foster a positive labor relations environment based on mutual trust, respect, and cooperation.

The work is split between an office and field setting, where there is exposure to the physical demands and hazards associated with construction.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

Experience :Thorough five (5) years professional experience in commercial building code compliance and inspections.

Education :Graduation from an accredited college or university with a bachelor's degree.

Equivalency :An equivalent combination of education and experience may be substituted.

License :Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria

There are no preferred criteria assessments.Preference for interviews may be given to applicants whose resumes show experience in the following:

  1. Experience directing and supervising the work of code compliance inspectors.
  2. Experience in team leadership and staff development.
  3. Experience analyzing, interpreting, and administering the provisions of approved State and local building codes.
  4. Experience reading and interpreting plans, specifications, and applicable codes.
  5. Experience in court/board proceedings, testifying as a witness, and enforcement of issued court opinions/resolutions/orders.
  6. Experience communicating, both orally and verbally, with government agencies, contractors, citizen groups, vendors, customers, and various stakeholders. Communications include, but not limited to, presentations, briefings, reports, compliance/enforcement letters, and emails.
  7. Experience using computer applications relevant to inspections/permits with specific experience and knowledge in using Microsoft Office.
  8. Certifications: ICC or equivalent code compliance certifications, including Mechanical and Building.
