Job DetailsJob Location: American Psychiatric Association HQ - Washington, DCPosition Type: Full-TimeEducation Level: 4 Year DegreeSalary Range: UndisclosedJob Category: AccountingDescriptionPOSITION SUMMARYThe Senior Grants Accounting Manager will be responsible for management of government grants, private Grants, and reconciling various month end general ledger accounts and all grants for APA and APAF. This position acts as a liaison to other departments for any items related to grants and must have in-depth knowledge and working experience with government contract and financial management regulations. A wide degree of independence and exercise of judgment is required.ESSENTIAL DUTIES AND RESPONSIBILITIESMain point of contact for information and guidance on grants and contracts, maintain quality oversight of a portfolio of grants within APA and APAF’s programs.Direct supervisor to one or more, Grants Manger and/or grants staffEnsure compliance with existing agreements and institutional grant-related policies and procedures.Prepares and records monthly calculations for overhead related to all private and federal grants.Prepares indirect cost calculations and applies proper rates to grants.Maintains and distributes temporarily restricted net asset and board designated- schedules, ensuring that the programmatic departments have an understanding of available funds.Assists departments by reviewing grant documents (proposals, financial reports) and identifying any financial inaccuracies.Maintains all government and private award files, to include pre and post award documentation.Maintains understanding of key contract clauses as they relate to financial management and ensures filings and costs are consistent with these clauses.Reviews costs incurred and draws down federal funds as appropriate.Bills appropriate grants on a monthly/quarterly basis.Prepares all required federal financial forms and maintains federal financial system databases and reports.Provides financial reports to internal grant managers including an analysis of spending.Leads the yearly and interim and financial Audits related to grants and Net Assets schedules.Timely closes grant transactions and reconciliations monthly.Manages requirements for CFR Part 200, Uniform Administration Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”)Develops pre-award grant budgets and prepares budget for the annual APA budget process.Ensures Intacct is fully utilized for Fund reporting and grant receivables.COMPETENCIESThe Senior Grants Accounting Manager performance on these duties and responsibilities will be measured using the following competencies:SCOPE & IMPACTResponsible for the daily activities of all aspects of grants compliance and financial management including application development, finalizing award documents, grant reporting, communicating with funders on scope of work and/or budget revisions, subrecipient management, assisting legal counsel with procurement policies and procedures, and any other grants compliance activities.Requires thorough knowledge of compliance with federal and non-federal grant awards.Success is frequently measured by metrics associated with completing grants related projects or initiatives and demonstrating defined organizational work environment behavior.COMPLEXITY, PROBLEM SOLVING & DECISION-MAKINGThe selection and interpretation of guidelines involves choosing from alternatives where all are correct, but one is better than another depending on the given circumstances.May contribute to budgetary goals through proper administration of projects/activities.Identifies novel and complex problems and issues. Designs are likely to include alternatives.Recognizes complex problems and escalates them to the appropriate level.RELATIONSHIP MANAGEMENT & AUTHORITYRelationships span levels internally and externally and center on partnering with clients/customers and organizational partners.Uses diplomatic skills to obtain trust and cooperation to resolve issues and/or non-routine matters, manage projects, or achieve appropriate solutions.Likely to represent the organization as a liaison to APA governance and other external coalitions and audiences with feedback provided to management.ORGANIZATIONAL KNOWLEDGEDemonstrates a general knowledge of Finance department’s processes, relationships, and responsibilities as well as the interactions within the organization.QualificationsREQUIRED SKILLS, EXPERIENCE, AND QUALIFICATIONSBachelor’s Degree in accounting.Eight years of Progressively Responsible Accounting and/or Finance ExperienceKnowledge and understanding of Government Grant Reporting (CFR Part 200)Knowledge of Intacct Financials a plusMust have strong Excel skills, excellent organizational skills, attention to detail, ability to handle projects simultaneously and work well with others.EOE, including disability/vetsSalary-$89,400-$106,000 #J-18808-Ljbffr
