Pay

This position is an exempt position at pay grade 314.

Attendance

Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview

Provide oversight of all fiscal concerns of the Health District, including finance, procurement, grant submissions, grant reporting, budget, and reimbursements including the Charity Care Program. Ensures all service agreements are reviewed and completed according to their scope of work. Oversees workforce development and HR, ensuring operational continuity for the department and accurate job descriptions for all positions. Provides direct oversight over the Environmental and Consumer Health Department and Health Education Department.

Responsibilities

• Supervise and direct staff in providing comprehensive human resources services ensuring compliance with City policies pertaining to compensation, recruitment, employment practices, employee grievances, and performance appraisals.

• Evaluates and analyzes the strategic training needs of the department and develops and implements plans; facilitates all staffing requisitions.

• Updates JAQ's as needed.

• Creates the workforce development plan, reviews grant applications.

• Develop and implement departmental operations by: identifying, evaluating and providing improvement recommendations on processes and work flow; providing assistance in the reparation of preliminary and long range plans.

• Creates schedules, estimates, budgets, special conditions, and agreements.

• Provides assistance to the Director.

• Provide final recommendation to Director for departmental budget.

• Develop tools and processes to monitor budget expenditures for all divisions.

• Develop forecasting tools to assist Director on decision making regarding the impact of proposed actions by divisions PHA's.

• Review and approve large departmental purchases to ensure the oval budget remains balanced.

• Develop strategies to quantify the level of effort to each targeted level of service by the various department divisions.

• Inspects and monitors projects for legal compliance by reviewing work completed by contractors; and ensuring compliance to specifications by completing complex calculations that are used to further provide analysis of preliminary results of a project.

• Reviews all items prior to upload to the Legislator.

• Works in conjunction with finance staff to review all needed purchases and service agreements for the ongoing operation of the Public Health District.

• Provides executive oversight of the Charity Care program and all associated reimbursement requests.

• Ensures programs have access to all items required for the daily operation of the Health District.

• Provides direct oversight and ensures operational continuity of the Environmental and Consumer Health Program and Health Education program.

• Ensures programs are operating in accordance with relevant guidelines, rules, and regulations.

• Provides executive direction for initiatives and outreach for both programs.

• May be asked to perform other duties as assigned.

Qualifications

• Requires a bachelor's degree.

• Minimum of seven (7) years of experience.

• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
