POSITION TITLE: Early Childhood Services (ECS) Process Technician

APPLICANTS SELECTED FOR AN INTERVIEW MUST FIRST PASS THE ECS PROCESS TECHNICIAN EXAM ADMINISTERED BY THE SHASTA COUNTY OFFICE OF EDUCATION.

Purpose Statement

The job of Early Childhood Services Process Technician is done for the purposes of processing all phases of payments and attendance for childcare providers; serving as a liaison between the business department and early childhood services; responding to complex payment and attendance problems and computational questions; ensuring compliance with mandated requirements; and maintaining confidential childcare provider records.

This job reports to the ECS Director of Operations.

Essential Functions

? Maintains knowledge of current and pending legislation related to payment functions for the purpose of ensuring compliance with new laws, codes, rules, and regulations. Also assists in developing recommendations for the implementation of pending legislation relating to Alternative Payment programs.

? Monitors assigned payment activities and/or components (e.g. non-operational days, emergency closure days, excused/unexcused absences, etc.) for the purpose of evaluating and adjusting data and information related to child care providers invoices and ensuring compliance with established standards, guidelines, requirement, laws, regulations, policies and procedures.

? Compiles payment information related to childcare providers for the purpose of providing required documentation and/or processing information to the business department.

? Distributes payment and other documents (e.g. attendance sheets, sign in/out sheets, provider fliers, other requested items, etc.) for the purpose of providing payments in a timely manner.

? Performs cross audits work for the purpose of ensuring accuracy with monthly provider payments.

? Participates in workshops, in-service training etc. for the purpose of conveying and/or gathering information required to perform job functions.

? Prepares and maintains a wide variety of payment related documents and materials for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal and/or administrative requirements.

? Responds to inquiries regarding payment procedures to childcare providers (e.g. rates, non-operational days, excused absences, unexcused absences, etc.) for the purpose of serving as a technical resource to County Office personnel and others concerning assigned payment functions, regulations, policies and procedures.

? Communicates with other staff and/or district personnel for the purpose of verifying and clarifying financial documentation.

? Supports the Fiscal Operations Manager and payments group in completing payment operations for the purpose of ensuring the timely and accurate payments generation.

? Trains Child Care Providers, COE, School District designees and other personnel for the purpose of ensuring their ability to use new and/or existing systems and payment application software.

? Responds to inquiries from a variety of internal and external sources for the purpose of providing information and/or direction as may be required.

? Serves as liaison between staff, partner agencies, childcare providers, outside organizations and the public for the purpose of providing technical support and assistance concerning related services, practices, policies, procedures, requirements and standards concerning Early Childhood Services.

? Input data, ex, attendance, student information, into an assigned database system; establish and maintain automated records and files; initiate queries, develop spreadsheets and generate a variety of computerized documents and reports.

? Operate a variety of office equipment including a copier, fax machine, computer and assigned software.

? Research and maintain current knowledge of State attendance laws, regulations, policies and procedures.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform multiple tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes, rules and regulations; operating standard office equipment including pertinent software applications; preparing and maintaining accurate records; and performing accounting procedures (word, excel, outlook, etc.).

KNOWLEDGE is required to perform algebra and/or geometry; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and understand complex, multi-step written and oral instructions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles; computer skills; business telephone etiquette; job-related codes/laws/rules/regulations/policies; and recordkeeping and record retention practices.

ABILITY is required to schedule activities and/or meetings; collate data; and use basic, job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; maintaining confidentiality; meeting deadlines and schedules; setting priorities; working with detailed information/data; displaying tact and courtesy; working as part of a team; and working with frequent interruptions.

Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; tracking budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to have some impact on the organization's services.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.

Experience Job related experience is required.

Education Targeted, job related education with study in a job-related area; Associate Degree preferred.

Equivalency Any combination equivalent to: two years college in a related field and two years of increasingly responsible secretarial, clerical and/or experience in accounting, accounts receivable/payable, database management.

The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
