General Statement of Job:

Performs a variety of supervisory and administrative tasks directing and overseeing programs for exceptional children. Employee coordinates the efforts of federal, state and local agencies, private specialists, parents and division supervisors to provide the services needed by students as determined by program goals and objectives. Employee monitors the overall effectiveness of programs and ensures all are implemented within federal, state and local regulations. Employee supervises and provides leadership and guidance to staff assigned to the Exceptional Children program. Administrative responsibilities include: financial/budget management, personnel administration and report preparation/maintenance. The employee conducts assigned areas of responsibility with a high degree of independence, receiving instruction only on matters involving significant departures from established policy. Employee must be able to make independent decisions by frequently applying acquired knowledge of program activities, goals, objectives, and operating procedures. Work is performed under the supervision of the Executive Director of Curriculum and Instructions. It is reviewed for overall effectiveness, efficiency, and quality of assigned responsibilities.

Essential Functions:
  • Oversees the EC program for the school system. Provides effective leadership in developing, implementing and evaluating comprehensive program plans.
  • Evaluates on an ongoing basis the EC curriculum, placement procedures and individual student's needs and achievements.
  • Supervises and coordinates special education classroom programs.
  • Develops procedures for referral, evaluation, placement, assignment and reevaluation of students with regard to the EC services programs.
  • Provides programs to supplement regular classroom instruction.
  • Keeps informed of all legal requirements governing EC education.
  • Assists with the in-service training of teachers.
  • Assists in the adaptation of school policies to include special education needs.
  • Supervises and coordinates home instruction for special students.
  • Develops standards for student conduct through an IEP team conference.
  • Implements a plan for fiscal management. Prepares budgets and develops contracts with outside individuals and agencies. Coordinates with other departments or agencies to assure maximum services for EC students.
  • Maintains records/reports/inventories in accordance with local/state/federal policies and regulations.
  • Provides for information management. Shares information about programs with various administrators, principals, teachers and the general public.
  • Serves as a liaison between the school system and other agencies. Assists in planning for in-service staff development.
  • Assists in personnel management and placement. Assists in selection and placement of EC personnel. Supervises/coordinates EC staff responsibilities. Evaluates or assists in evaluating EC personnel.
  • Provides for mediation process. Focuses on parent complaints with the intention of defusing volatile disagreements. Brings all parties together to reach a positive and/or mutually agreeable solution.
  • Compiles and analyzes data to prepare reports to local, state, and federal agencies and for planning and evaluating programs.
  • Develops and recommends policies to govern personnel and program activities.
    • Plans and develops special programs for target groups and secures supportive endorsements and funds to conduct related programs. Performs related work as required.

MINIMUM TRAINING AND EXPERIENCE

Master's degree in education. Experience in program management/administration, with 3 to 5 years' experience in program management in a school setting, and considerable supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
