JOB PURPOSE:

The Disabilities Manager plans, coordinates, and implements disabilities services and educational programs to meet enrollment and public awareness objectives specifically for children with special needs consistent with Head Start regulations and other pertinent Federal, State and Local guidelines. Administers and coordinates services from licensed service contractors and coordinates administrative systems for tracking performance.

POSITION RESPONSIBILITIES:

* Conduct a public awareness campaign and Child Find Activities with local Part B & C Agencies to recruit children with disabilities as defined in the Head Start Diagnostic Criteria.


* Ensure at least 10% of the total Head Start and Early Head Start population meets the criteria established for children with disabilities.


* Assist Local Education Agencies (LEAs) and Regional Centers in the referral, assessment, diagnosis, and certification of children with disability or suspected disabling conditions and using appropriate licensed/certified professionals in a multidisciplinary team setting with parents participation.


* Coordinates the provision of appropriate supports of special educational services as indicated on the IEP or IFSP for each child with a disability.


* Monitor IEP/IFSP progress and make changes in program plans as appropriate.


* Participate in Management Meetings, Multidisciplinary Meetings, and Agencys Planning Meetings.


* Works with Disability Contracted Consultants, Service Providers, Disabilities Aide, volunteers, interns and student trainees.


* Establish a formal and effective line of communication with community based organizations and services providers by identifying a contact person; providing information on Head Start and Early Head Start services with an emphasis on the Disability Service Area; establish a referral and follow-up procedures for effective joint service provision for children with special needs and their families.


* Participate in the establishment of formal and effective lines of communication between service areas in order to facilitate coordination for children with special needs.


* Attend all assigned meetings and trainings as required by the program.


* Supports and ensures the achievement of recruitment and enrollment goals.


* Assists in accomplishing the program's non-federal share through the access of community resources (services, donations, discounts, and/or goods).


* Other duties as assigned within the scope of the position.



QUALIFICATIONS (KNOWLEDGE, SKILLS AND EXPERIENCE):

Education and Work Experience

* Bachelors degree in special education, early childhood development, behavioral science, health, or related field from an institution of higher learning accredit by a regional accreditation association recognized by the Council for Higher Education Accreditation.


* Three (3) years experience in management or direct services with children with special needs.



Knowledge and Skills

* Expertise in the management and oversight of services to children with disabilities.


* Must have outstanding communication and interpersonal skills, including the ability to communicate orally and in writing.


* Have a proactive, humanistic leadership style, be a creative problem solver, negotiator, and analytical thinker.


* Competent in the use of computers, including Microsoft Office, Internet, and Email, to write reports, communicate and prepare program documentation.


* Complete work assignments with minimal supervision.


* Bilingual in English and Spanish is preferred.



SPECIAL CONDITIONS:

* Valid California Drivers License and access to an automobile with adequate insurance coverage

* Child Abuse and Neglect State Registry


* State or Tribal Criminal History Check, including fingerprints


* FBI Criminal History Check, including fingerprints


* Must have verification of T.B. clearance at time of employment, to be renewed every two years (every 4 years for chest x-rays).


* Must complete a physical examination at time of employment, to be renewed every two years.


* Provide proof of the following immunizations as required: Measles, Pertussis (Whooping Cough), Influenza, and COVID-19.


* COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson. Those that need a medical or religious exemption must reach out separately.


* Must complete 15 clock hours of professional development annually that builds the knowledge, experience, skills, and abilities of staff to improve child, family, and staff outcomes. Of this, a minimum of 50% of the 15 hours (or 7.5 hours) must be focused on the specific content area or job assignment. Must also complete an annual Professional Development Plan (PDP) to be reviewed three (3) times during the year.



PHYSICAL DEMANDS:

The working conditions and physical demands of this position will be those that must be met to successfully perform the essential duties of the position. The physical environment the incumbent will work in is typically an office environment with moderate noise levels that would be expected in that type of work environment.

* T.B. Test within the past six months prior to employment, and every two (2) years thereafter (every 4 years for a chest X-ray).


* Must pass a physical examination at the time of hire, and every 2 years thereafter.


* Provide proof of the following immunizations as required: Measles, Pertussis (Whooping Cough), Influenza, and COVID-19.


* Representative physical demands of the job include normal vision and hearing, standing for extended periods, sitting for extended periods, kneeling, and stooping, manipulating objects with hands, reaching overhead, and occasionally lifting and carrying objects weighing up to 25 pounds.
