Regional Medical Director - CONUS (US Border)

Role summary:

The Regional Medical Director (RMD) works as a part of the Medical Services department within the Government Medical Services business and is responsible for providing medical leadership and expertise to all projects. Specifically, the Regional Medical Director (US Border) is responsible for overseeing patient care standards at all sites and for all clinicians within the business, ensuring that clinical staff deliver the highest quality medical care and that all policies and procedures are in place and correct. The RMD (US Border) GMS is also responsible for assisting in the design of clinical solutions for new projects and proposals. The RMD (US Border) works directly with the Medical Director in performing the following:

Duties and responsibilities:
• Provides direct oversight and coordination of clinical governance at all project locations, adhering to regional policies and procedures.
o Assists the MDR with all aspects of clinical governance across all assigned GMS programs.
o Provides medical direction and administration including, but not limited to, developing medical policies, protocols and procedures.
o Initiates, enables, and monitors quality improvement programs and initiatives.
o Reports incidents, accidents and near misses and works with GMS Team to formulate an action plan to resolve and prevent them and mitigate identified risks and hazards.
o Initiates and improves methodologies for collecting anonymised statistical data regarding clinical performance.
o Participates in physician leadership committees and training initiatives across the North American group of physicians and International SOS more broadly.

JOB DUTIES
• Provides oversight of all processes dealing with disruptive or impaired clinicians.
• Partners with business development teams within Government Medical Services and other commercial staff as required to promote new business agendas and assists in solution design.
• Is the medical representative of GMS in front of clients and relevant contractors when the MDR is unavailable.
• Engages with all clients and relevant contractors to ensure that contracted medical services meet their requirements.
• Working with the clinical operations team ensures that mobilisation of new projects is coordinated and meets the required timelines.
• Regularly coordinates, attends, and directs practice meetings for medical leadership on sites as directed by the MDR.

Governance

• Prohibition of the abuse of alcohol and narcotics or intoxicating substances

Absolute familiarity with and compliance with company policies and such procedures that are pertinent to the role and to good clinical care, including but not limited to:
• Consent, confidentiality, and appropriate handling of healthcare records in adherence to HIPAA/patient confidentiality laws. Clinical staff must ensure that they understand their professional, legal, and ethical responsibilities as set out in M-1305 Control of Medical Records, M1308-Standards for Health Record Keeping, and M-2527 Informed Consent.
• Maintaining and improving clinical quality through audit and quality improvement activity as described in M-1602 Clinical Audit and M-1604 Quality Assurance and Improvement
• Safe and appropriate use of medication. All staff involved in prescribing, dispensing or administering medication are to be familiar with M-3102 Prescribing and Dispensing Medicines, M-3105 Treatment of Expired Medication, and M-2213 Medication Management and to understand that they are responsible for their actions, non-actions, and omissions at all times.
• Clinical notifications. All staff must be aware of how to raise significant events, patient safety incident reports, and escalate clinical incidents that meet the criteria set out in M-2008 Clinical Notification Requirements.
• Clinical governance. Clinicians should understand their role in the organisation's clinical governance programme, as described in M-200 Clinical Governance Policy.

Promotion of International SOS Services
• Ensure that International SOS is represented in a professional manner.
• Assist in the promotion of International SOS's Medical Services with the client.
• Participate in the client's and International SOS's health promotion and wellness education on environmental issues, personal protection, diseases and health.

Direct line reports:

The following positions are to be supervised directly as directed by the MDR; however, this may be subject to change in line with changing business needs:
• Physicians and clinical staff on all GMS sites
• Other positions as outlined on the GMS organizational chart

Qualifications & Experience:
• Medical Degree from a recognized academic institution from or out of US
• Full registration and license to practice medicine in US
• Current DEA certification
• Minimum 5 years practice experience in an appropriate clinical speciality
• Minimum of 5 years in a management position.
• Relevant experience in shelter operations, to include migrant shelters, is a distinct advantage
• Relevant experience planning, deploying and managing remote/austere medical sites.
• Remains in good standing with appropriate professional regulatory body
• U.S. Government medical background is a distinct advantage
• Familiarity with US Government Agencies and policies for CBP, HHS, ICE and other immigration related agencies is a distinct advantage
• Current or previous US security clearance is a distinct advantage
• Bilingual English/Spanish is an advantage

Key Skills:
• Ability to oversee and lead the medical teams in all aspect of services provided.
• Excellent understanding of Clinical Governance practices
• Good computer skills and the ability to operate MS Office with Outlook, Word and PowerPoint
