The City of Glendale is offering a $2,000 HIRING BONUS for the position of Safety Program Manager.

 

 Bonus to be paid as follows: $1,000 after 30 days of employment and $1,000 after 6 months of employment. You must be an active employee at the time the hiring bonus is scheduled to be paid to receive the bonus. Current regular status City of Glendale employees are not eligible for hiring bonuses.

Reviews safety programs for compliance, assists in developing programs, training and other projects  in Field Operations. 

 

* Assesses safety programs, operations, processes, equipment and systems in Fleet Management, Facilities Management, Landfill and Recycling Facility Operations, Solid Waste Collection, and Field Operations Administration. 
* Interfaces with staff to assess needs and develop special training and assessment programs related to safety. 
* Assists staff in identifying conditions and practices that are unsafe or could result in an industrial accident or non-compliance with government and City safety regulations. Makes recommendations for improvement. 
* Surveys job sites and trains staff in inspecting equipment, including solid waste collection vehicles, recycling processing systems, and working conditions to determine safety compliance (including OSHA, ADOT, Arizona DMV) and investigates and reports irregularities. 
* Conducts and trains staff in accident investigation, safety inspections and related issues. 
* Works with consultants, engineers and other outside contractors in developing programs, training and other projects. 
* Responsible for compliance with Environmental Protection Agency (EPA), Arizona Department of Environmental Quality (ADEQ), Maricopa County Departments of Health Services and Air Quality (MCDHS) (MCAQD) and OSHA mandates for the Field Operations Department. 
* Communicates and coordinates safety activities with managers, supervisors and staff to maximize the effectiveness and efficiency of interdepartmental operations and activities. 
* Works with all staff to prevent industrial accident losses. 
* Reviews and updates safety plans on a regular basis and ensures plans reflect the operational characteristics of each facility.  
* Chairs and conducts safety committee meetings for the Field Operations Department. 
* Attends classes and seminars to maintain a high level of proficiency in safety. 
* Trains and assists staff in training employees and supervisors in matters of safety awareness. 
* Requires driving to and from meetings, job site inspections, routine safety inspections, and training at various locations.   
* Performs other related duties as assigned.

 

Bachelor's degree in Safety, Science, Engineering, Chemistry, Environmental, Business Management or related field; and three (3) years' experience in administering safety programs.

 

 Knowledge of:

 Principles of accident prevention, industrial hygiene, risk management and employee safety

 State and federal OSHA standards

 Solid Waste Collections and Disposal operations and procedures, including ADEQ mandated public health and safety requirements

 Chemistry, physics, engineering, and other applicable scientific fields as these relate to safety issues

 Federal, state and local laws, codes, and regulations related to occupational safety and health precautions

Valid Arizona Driver License requirements, rules and regulations

 Training program and material development

 Effective training techniques

 Program development and implementation

 Personal computer and applicable software used in analysis, program, and plan development

 

 Ability to: 

 Develop and create employee and site safety assessments, programs, reports, presentations and plans; provide input and feedback appropriately

 Train and educate employees

 Interpret and apply federal, state and local policies, procedures, laws, and regulations

 Evaluate City facilities, equipment, materials and employee work practices to determine hazardous conditions and instances of non-compliance.

 Use risk and vulnerability analysis techniques to develop creative solutions to complex problems

 Provide advice to city personnel on safety rules and regulations

 Interact with various departments within and outside the organization to accomplish emergency safety goals; advise city personnel regarding safety rules and regulations

 Work independently with minimal supervision

 Effectively utilize a personal computer

 Establish and maintain effective working relationships with those contacted in the course of business

 Communicate effectively, both orally and in writing
