JOB SUMMARY

The Registrar oversees graduation, registration, student records, telephone and in-person access, transfer, transfer credit evaluation, and transcripts. Provides leadership for development, maintenance, and growth of Jenzabar Registration and Advising module. Serves as ex officio member of Academic Council and Student Affairs and Enrollment Management Council. Chairs the Commencement Committee. The position supervises the full-time Transcript Specialist and student workers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Data Integrity

* Oversees the Registration module in the college SIS and collaborates with Information Services in the adoption, implementation and upgrading of systems and processes as needed. Develops training for module users and oversees the work performed.
* Responsible for the accuracy of student's academic transcript including course add/drop, withdrawals, grades, evaluation of transfer credit, credit for prior learning, academic forgiveness, credit by exam, independent study, course substitutions, degree requirements, graduation evaluation, and advisor assignments.
* Develops and maintains processes for the archive of student records.
* Ensures timely and accurate enrollment and graduation reporting data to National Student Clearinghouse, and internally for reverse transfer articulation agreements.
* Manages confidential and secure student records in accordance with state and federal regulations.

Department

* Develops and interprets policies and procedures of the department and college to employees, students, and the public for registration, grading, transcript evaluation, transcript production, degree audit, and student record maintenance and retention; makes exceptions as necessary.
* Responsible for the coordination, evaluation, and certification of graduation related activities including conferral of degrees.
* Develops, implements, and maintains reports for registration, student records, and graduation.
* Hires, trains, supervises, directs activities, and performance evaluations for direct reports.
* Ensures timely development and accuracy of departmental publications and online content.
* Develops and manages assigned budget and associated requests.
* Serves as the College Family Educational Rights and Privacy Act (FERPA) compliance officer.

College Community

* Works closely with the Retention module manager to implement best practices.
* Serves as student records liaison with appropriate administrative offices, faculty, organizations, external entities, and the community at-large.
* Coordinates with appropriate instructional supervisors to ensure faculty compliance with college policies/procedures, state/federal regulations, and guidelines including grade entry and certification of enrollment.
* Serves as an advisor to the curriculum process, providing information on academic policies and implementable solutions. A deep understanding of the operational and cross-functional aspects of the student information system is required when translating curriculum data into the student information system.
* Chairs the Commencement Committee to coordinate the annual Commencement Ceremony and provide reporting as needed.
* Collaborates with Academic Affairs to ensure accurate and timely production of the catalog, term schedules, academic calendar, the creation of new courses, and curriculum changes.
* Acts as a compliance officer for F-1 international students through the Department of Homeland Security.
* Serves on appropriate college shared governance councils, e.g. Academic Council.
* Other duties as assigned.

PHYSICAL DEMANDS AND WORKING CONDITIONS

* Frequently moving from stationary sitting positions to standing and walking.
* Infrequent travel required primarily for professional development.

Qualifications

EDUCATION AND EXPERIENCE

* Bachelor's Degree required or 5 years of related experience.
* Minimum of three years higher educational experience, community college experience preferred.
* Experience with enrollment services, student services, and development of outcomes and assessment.
* Working knowledge of college policies and procedures.
* Ability to communicate effectively, verbally and in writing.
* Ability to provide leadership and supervision.
* Experience in analyzing data.
* Must promote positive communications and image for the College.
* Must work to address issues and make decisions individually and collaboratively.
* Ability to solve problems and adopt an effective course of action.
* Ability to interpret laws, rules and regulations regarding student records and enrollment.
* Excellent organizational skills to maintain academic records.
* Strong computer literacy with database familiarity.
