CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE: PUBLIC WORKS COMPLIANCE COORDINATOR

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform a variety of activities to enforce County and state permit ordinances and codes. Responds to citizen questions and complaints; issue and collect payments for permits, conducts field inspections; issues warnings and citations; prepares detailed reports; prepares for and appears in court.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Oversees the process of permitting for driveways, right of way encroachments, and timber harvesting activities while ensuring adherence to Federal, State, and County standards and regulations.

Issues invoices for permits; verifies the type of permit to be issued; ensures compliance with the County Codes: assists applicants with the submission of application; maintains files for issued permits; performs data entry to maintain related permit information. Assists individuals requesting information about the permit process.

Oversees daily operations of the Department's inspections activities to ensure timely and thorough completion of inspections in accordance with county policies and department procedures.

Receives, schedules, and conducts pre-construction, final, and as needed inspection requests.

Inspects driveway, utility installation, and timber harvest sites for location, code compliance, and proper construction.

Issues correction notices and stop work orders when necessary.

Notifies the responsible contractor, subcontractor, engineer, architect, or homeowner of code violations; discusses possible options to correct violations.

Maintains daily records and prepares written reports and correspondence.

Participates in collaborative meetings with citizens, developers, builders, contractors, and subcontractors; provides expert guidance, facilitates effective issue resolution; takes decisive action to address code violations, including the issuance of citations, when required.

Receives and responds to incoming phone calls and/or emails from contractors, citizens, and various County departments, offering assistance in addressing inquiries and concerns; interprets ordinances, laws, rules, and regulations; and, resolves associated problems to ensure satisfactory resolution. Effectively resolves issues and violations when dealing with individuals who may exhibit agitation, irrationality, or mental instability.

Performs various tasks involving court related proceedings; prepares related documents and reports to assist in building and documenting case information; interviews witnesses; secures photographic evidence of violation; appears in court to provide testimony on cases.

Serves as a liaison for other county departments, addressing miscellaneous complaints and issues, and diligently working towards the resolution of relevant violations, concerns, and special projects.

Operates a personal computer, printer, fax, copier, and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software; operates a County vehicle to perform duties and deliver documents.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Requires a high school diploma or GED with experience performing various administrative and general bookkeeping tasks. Two years of experience in construction, grading, utility installation or code enforcement functions is preferred.

Must possess a valid driver's license and other certifications deemed necessary by the Public Works Director. Must acquire and maintain GSWCC Level 1B or NPDES Level 1-B within six months of employment. Must acquire and maintain GACE Level 1 within two years of employment.

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered.

GUIDELINES:

Guidelines include the Unified Development Code of Jackson County, the Manual for Erosion and Sedimentation Control in Georgia, Georgia Department of Transportation Standards and Details, and the Manual on Uniform Traffic Control Devices. The guidelines require judgment, selection, and interpretation in application.

Skill in operating equipment including a measuring wheel and other tools and equipment used in the inspection process.

Skill in oral and written communications and effective customer service techniques.

Knowledge of the geography of Jackson County

Must have the ability to maintain confidentiality to sensitive information.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Tasks may require exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
