POSITION: Exceptional Children Director of Compliance

LOCATION: Exceptional Children Programs

SALARY: Administrative Salary Scale

TERM OF EMPLOYMENT: 12 Months

REPORTS TO: Executive Director of Exceptional Children

POSITION SUMMARY: The Exceptional Children Director of Compliance ensures that policies and procedures are implemented and performed in compliance with applicable federal and state laws and local policies. This position will work closely with the Executive Director of Exceptional Children to manage all tasks related to dispute resolution, including IEP facilitation, mediation, resolution meeting written state complaints, Office of Civil Rights complaints, and due process complaints/ hearing requests. The position also works closely with schools and parent organizations to ensure that each family benefits from a system of procedural safeguards.

QUALIFICATIONS AND ATTRIBUTES:

* Minimum: Master's Degree in Special Education Administration plus five years of work experience that includes progressive leadership in special education or related field. Experience with serving on IEP teams, auditing folders, scheduling and staff development.
* Desirable: Master's Degree in Special Education Administration plus seven years of work experience, including two years of supervising experience and experience developing and delivering professional learning to administrators and teachers.

DUTIES AND RESPONSIBILITIES:

* Develop, implement, manage, and evaluate the District's special education process and compliance program.
* Establish a district monitoring system for special education compliance in collaboration with EC Directors and Specialists to ensure the district meets Federal and State Special Education Indicators.
* Guide district personnel through the NC DPI Continuous Improvement and Focused Monitoring process, including conducting internal audits; recommending and overseeing the implementation of corrective actions.
* Consult with district administrators on the implementation of school-wide programs that impact students with disabilities that are aligned with federal and state laws and policies.
* Maintains a thorough working knowledge of the current laws, regulations, guidelines, and procedures governing programs and services for students with disabilities.
* Drafts, monitors, and implements local processes for every aspect of a successful special education program, including evaluation, placement, and individualized education programs (IEP) and training.
* Schedule and coordinate required district special education process professional development for stakeholders.
* Prepares, submits, and/ or presents required local, state, and federal reports, including supplying data for and, in collaboration with other departmental staff, completing federal, state, and local reports.
* Meets and collaborates with departmental staff regularly to assess the progress of programs and initiatives, participates in short and long-range planning, and addresses and resolves problems.
* Communicates with parents, caregivers, and other stakeholders to explain educational programs and answer questions.
* Prepare essential documents such as state and federal data reports, memos, internal technical support guiding documents, and conflict resolution settlement agreements.
* Collaborate with EC staff, General Counsel, and school-based staff in response to state special education complaints, requests for mediation, resolution meetings, due process hearings, and Office for Civil Rights requests.
* Assist school staff in implementing corrective action procedures and dispute resolution agreements in collaboration with the Chief Program Officer, General Counsel, school administrators, and EC leadership team.
* Performs other related duties as assigned.

PHYSICAL REQUIREMENTS:

* Must be able to communicate orally and in writing with parents, staff, and community leaders.
* Must be able to physically perform the basic life operational functions of fingering, grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.

SPECIAL REQUIREMENTS:

* Must possess a valid North Carolina driver's license.
* Strong interpersonal relationships with students, staff, and parents.
* Ability to communicate effectively in written and oral forms.
* Ability to develop and compile a variety of records and reports.
