POSITION: Exceptional Children Mental Health Clinician (Itinerant) - Time Limited/Grant Funded

SALARY: Salary Grade 71

Reports to: Executive Director of Exceptional Children Programs

TERM OF EMPLOYMENT: 12 Months

Under direction of district administration and within the scope of the license, provides assessment, diagnostic, counseling, and psychotherapeutic treatment services to students. May provide educational consultation services to school staff, community agencies, family members, and other stakeholders. Works collaboratively with the Exceptional Children's Department Behavior Support Personnel to provide a full continuum of behavioral/mental health support to students.

KNOWLEDGE AND RESPONSIBILITIES:

Knowledge of behavioral change theories and practices including early intervention positive behavior supports; tiered intervention practices; brief counseling techniques and crisis intervention; behavioral and education-based mental health needs of students including mental health disorders and substance use disorders; trauma-informed care; special education programs, 504 and the IEP process; mental health and wellness related community and state resources; health regulations and ethics related to school-based mental health services including Health Insurance Portability and Accountability Act (HIPAA) and Family Educational Rights and Privacy Act (FERPA); effective staff development methods; documentation and reimbursement requirements for behavioral health services.

Has comprehensive knowledge of counseling practices for students with significant behavioral and social/emotional needs.
  • Has ability to communicate effectively with students, parents, and school staff in written and oral presentation
  • Has the ability to lead crisis intervention teams
  • Provide counseling services to students and families in accordance to student specific IEPs
  • Provide consultation and coordination services to school personnel and community agencies to assist students and families
  • Plan and participate in joint planning and case management with community agencies such as social services, mental health, and juvenile services
  • Serve as an advocate for students and parents to assure that the student's educational, social, emotional, and material needs are met in accordance with established laws, rules, and regulations
  • Manage and maintain a casework record on each student referred in order to document services
  • Maintain professional practice and development
  • Support and implement Board of Education policy as related to school and student situations and communicate this information to students, family, and community members as necessary
  • While this document is an initial outline of the duties that will be required of this position, the employee's final job duties are subject to change at any time due to the discretion of the supervisor. It is a job requirement of all employees to complete other duties as assigned.
ACCEPTABLE TRAINING AND EXPERIENCE:
  • Master's degree from an accredited University or College - degree in Psychology, Social Work, Counseling, or Human Services field.
  • Valid NC license to practice as one of the following:
    • Licensed Clinical Mental Health Counselor (LCMHC)
    • Licensed Clinical Mental Health Counselor Associate (LCMHC-A)
    • Licensed Clinical Social Worker (LCSW)
    • Licensed Clinical Social Worker Associate (LCSW-A)
    • Licensed Psychologist (LP)
    • Licensed Psychological Associate (LPA)
  • Minimum of Five (5) years clinical therapy experience; or an equivalent combination of education and experience
PHYSICAL REQUIREMENTS:
  • Must be able to communicate orally and in writing with parents, staff, and community leaders.
  • Must be able to physically perform the basic life operational functions of grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
  • Must possess a valid NC driver's license.
  • Strong interpersonal relationships with students, staff and parents.
  • Ability to communicate effectively in written and oral forms.
  • Ability to develop and compile a variety of records and reports.
