1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a "response-ready" organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods

3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness

4) Reduce black maternal mortality and make New York a model city for women's health

5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The Division of Mental Hygiene of the New York City Department of Health and Mental Hygiene is responsible for policy, programs and oversight related to mental health, alcohol and drug use prevention care and treatment and developmental delays and disabilities. The Bureau of Administration is responsible for providing operational support for all programs within the Division of Mental Hygiene. The position reports directly to the Assistant Commissioner for Mental Hygiene Administration and must work effectively with senior staff within the Division of Mental Hygiene, as well as in the Agency's Divisions of Finance, Administration, General Counsel's Office, and other key Departmental leadership.

JOB DESCRIPTION:

* Direct and conduct studies of the division's policies and procedures, recommend new ones and/or revise current ones.
* Gather and analyze data about divisional operations, identifying areas for improvement, developing strategies to increase efficiency, and implementing changes.
* Collaborate closely with other divisions within the agency, and with sister agencies and behavioral health non-profits.
* Manage a team of approximately 10 employees.
* Oversee the research and analysis of best practices to support operational efficiency, effectiveness, and equity across the division.
* Oversee the analysis and provide data for development of new MOAs and continuation of existing MOAs.
* Oversee the formulation of standard operating procedures and guides for the division.
* Oversee the division's usage of the FPHNY and PHS master contracts, providing coordination between the program bureaus and central finance division.
* Oversee the division's administrative contracts and intracity agreements.
* Provide overall leadership in developing operational procedures and ensuring administrative policies and program plans are implemented.
* Actively participate in Mental Hygiene Administration's leadership team
* Plan programs and set goals for assigned projects, preparing and monitoring budget and staff needs and contracts.
* Support all programs in implementing their New Needs, by strategically analyzing the best procurement methods for individual project components.
* Monitor and evaluate the performance of operational departments and staff, implementing improvements as necessary

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

* Proficiency in Excel - Strong analytical skills and ability to manipulate and interpret data. - Knowledge of and experience with New York City government financing and budgeting and its financial systems, such as BMS and FMS - Demonstrated commitment to advancing racial equity and social justice. - Knowledge of government contracting and financial administration - Creative problem-solver who enjoys a fast-paced environment and is able to coordinate and move projects to completion. - Superior decision-making skills, including demonstrable critical thinking and judgement. - Outstanding written and oral communication, interpersonal and team-building skills - Project management skills necessary to ensure timely completion of tasks. - Some auditing experience. - Ability to manage staff and be responsive. - Detail-oriented with outstanding organizational skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
