Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The mission of the Bureau of Tuberculosis Control (BTBC) is to prevent the spread of tuberculosis (TB) and eliminate it as a public health problem in New York City. BTBC is seeking a candidate for the Director of Outreach in the BTBC Office of Training and Outreach. The Director of Outreach will supervise and manage staff in the TB Outreach Unit; participate in Bureau leadership and strategic planning meetings and advise the Office and Bureau Directors on all matters pertaining to Outreach; conduct research to identify community needs and inform outreach interventions; build, strengthen, and maintain collaboration with other DOHMH and non-DOHMH TB stakeholders through co-facilitating the Coalition for a TB-Free NYC; build, strengthen, and maintain collaboration with and among organizations and healthcare providers serving populations at high risk for TB infection and TB disease in New York City; work closely with the TB Office of Surveillance and Epidemiology to identify high-risk TB populations and develop/implement/evaluate targeted outreach activities as needed; develop and implement data-driven, community-based outreach activities in collaboration with internal and external partners; monitor and evaluate outreach activities to guide future Bureau initiatives; identify, pursue and manage potential funding sources to support outreach and education initiatives; conduct thorough literature reviews on relevant topics to inform outreach activities; keep abreast of local, national and international data on high-risk populations, outreach interventions and epidemiologic trends; develop, deliver and evaluate curriculum and other educational resources for internal and external audiences; support BTBC priorities on racial equity, inclusion, and social justice; support Bureau priorities and outreach/training efforts at all levels of the Bureau; participate in and lead emergency preparedness activities as needed.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Supervise and manage staff in the TB Outreach
Participate in Bureau leadership and strategic planning meetings and advise the Bureau Director and Director of Education, Training and Outreach on all matters pertaining to Outreach
Conduct research to identify community need and inform outreach interventions
Build, strengthen, and maintain collaboration between the Bureau, other DOHMH bureaus, and city agencies in the areas of outreach
Build, strengthen, and maintain collaboration with and among organizations and healthcare providers serving populations at high risk for TB Infection and TB disease in New York City
Work closely with the TB Office of Surveillance & Epidemiology to identify high-risk populations and develop/implement/evaluate targeted outreach activities, as needed
Develop and implement data-driven, community-based outreach activities in collaboration with internal and external partners
Monitor and evaluate outreach activities to guide future Bureau initiatives
Identify, pursue and manage potential funding sources to support outreach and education initiatives
Conduct literature review and collaboration with the Bureau researchers, keep abreast of local, national and international data on high-risk populations, outreach interventions and epidemiologic trends
Develop, deliver and evaluate curriculum and other educational resources for internal and external audiences
Support Bureau priorities and outreach/training efforts at all levels of the Bureau.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
