Dexis Professional Services is looking to create a roster of experts to advance high-quality research and program evaluations about the United States' federal-state Unemployment Insurance (UI) system and the critical issues confronting it in support of an upcoming bid with the Department of Labor.
Experts on the roster can be assigned to produce analysis and research that is timely and has policy relevance to the DOL, the Federal Government at large, and state governments. Experts will potentially provide rigorous, quantitative, and complementary mixed-methods research to support improving the effectiveness of the UI system, especially in the context of the emerging economic landscape for workers and employers
The topical areas of focus for research studies will be determined in concert with DOL and shared with all expert consultants within our network. The following three topics are illustrative of potential studies to be commissioned:
* Key issues and options for providing unemployment assistance to workers not currently eligible for state UI programs;
* Key lessons from the implementation of temporary pandemic unemployment programs;
* Evaluation of the effectiveness of the Integrity Data Hub.
Responsibilities
* Conduct research and evaluation studies on federal-state UI programs.
* Analyze data on federal-state UI programs.
* Evaluate the implementation of pandemic-related UI programs.
* Obtain access, analyze and evaluate the Integrity Data Hub.
* Provide recommendations to government offices on the effectiveness of unemployment assistance programs and how to improve them.
Requirements
* Master's or PhD in economics, political science, public policy, sociology, or another relevant field.
* At least (3) years of prior experience conducting academic research, economic landscape studies, assessments, or program evaluations. Experience in the subject matter of unemployment insurance (UI) programs and data is required, and work with state-administered employment databases is highly desirable.
* Strong oral and written English-language communication skills, appropriate for interacting effectively with mid- and high-level partner contacts.

Experts will be engaged on a part-time basis for specific studies. Dexis anticipates up to 20 studies spanning various UI-related topics.
