CONTRACT SPECIALIST SENIOR

CLASSIFICATION TITLE: CONTRACT SPECIALIST SENIOR

PURPOSE OF CLASSIFICATION

The purpose of this classification is to execute highly responsible administrative and contracts work for the Central Services Department. Work requires a thorough knowledge of department operations, procedures, and overall County organization performed with considerable independence and confidentiality and interpretation of policies which may include special assignments that involve independent research.

ESSENTIAL FUNCTIONS:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may Be required and assigned.

Consults with director, buyer, and/or requesting organization as required to develop bid specification requirements; prepares invitation to bid forms, instructions and legal documents, developing appropriate vendor list for each bid package specifications, requests for proposals, scheduling bid openings and pre-bid conferences, recording such openings and conferences as appropriate, coordination with requesting department as necessary; handles the E-bid system; coordinates renewal of annual contracts; continually updates annual contract list for buyer=s procurement process; schedules pre-bid/pre-proposal opening in accordance with purchasing procedures; develops appropriate bidder list for each bid package; updates bidder list with undeliverable mail or address changes; follows up on all pending files; keeps all files current and organized; generates purchase orders. Performs other related duties as required.

TYPING SPEED: 50 WPM PREFERRED. (If requested by the department, Typing Test will be administered at a later date. Application will be reviewed and sent to the department if all other minimum qualifications are met.)

Tasks require the ability to exert moderate physical effort in light to moderate work, typically involving some combination of stooping, kneeling and crouching and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds) and occasionally heavy weight (20-50 pounds).. Tasks may involve extended periods of time at a keyboard or work station. Some tasks require the ability to perceive and discriminate sounds and visual cues of signals. Some tasks require the ability to communicate orally.

MUST MEET MINIMUM REQUIREMENTS: Bachelor's degree in Business Administration or closely related field; supplemented by two (2) years previous experience and/or training that includes contract experience in preparing Request for Bids (RFB), Request for Proposal (RFP), and reviewing annual contract documents preferred; or High school diploma or GED; three(3) years previous experience and/or training that includes contract experience in preparing Request for Bids(RFS), Request for Proposal(RFP) and renewing annual contract documents. Must possess and maintain a valid Georgia driver=s license.

SELECTION PROCEDURE: Selection will be made from a register of eligible applicants that may be established by education, work experience, test score, personal interview, credit check, criminal history, driving history (copy of driver=s license may be required), drug screen, and/or physical examination.
