REPORTS TO: Philadelphia Treatment Court Supervisor

JOB OVERVIEW:

The Philadelphia Treatment Court Enhancement Project (PTCEP) will focus on providing enhanced and intensive services for individuals who have opioid use disorders and who are participating in Philadelphia Adult Treatment Court. This project is funded through a grant from the Substance Abuse and Mental Health Services Administration. The Opioid Use Treatment Enhancement Coordinator is a member of the project team and will report to the Treatment Court Supervisor, working under the direction of the Project Director. This master's level position provides Treatment Court participants with intensive clinical and social services support to complement services provided by a network of treatment providers, addressing opioid use disorders. Additional members of this specialized team include 1.5 FTE Peer Recovery Specialists.

RESPONSIBILITIES:

Including but not limited to:

* Provide clinical support and case coordination to individuals with opioid use disorders and/or mental health concerns who are participating in Philadelphia Adult Treatment Court.
* Complete a minimum of one face-to-face contact per week, as well as regular phone contact. Services are to be provided within the home, treatment setting, or other community-based location.
* Develop a treatment/recovery plan that complements the services provided by the participant's treatment provider and includes all court stipulations/mandates.
* Complete intake assessments that include participants' readiness, motivation for treatment, and social determinants of health needs.
* Work in close collaboration with the other project team members for the implementation of services.
* Provide services for up to twenty participants.
* Work in collaboration with individuals to develop recovery plan goals and track progress.
* Complete ongoing assessments/reassessments of participants every 60 days to assist with appropriate service planning, including addressing current issues and concerns.
* Identify, coordinate, and link community resources to participants to promote accessibility to recovery-oriented community services.
* Identify services/programs to assist individuals with employability, financial literacy, and other related services as needed.
* Attend court hearings on a weekly basis or as required to support participants.
* Complete court reports on a weekly basis.
* Serve as liaison between the treatment facility and the legal team (including Treatment Court Judge, Assistant District Attorney, and Assistant Public Defender). Inform all parties of their participants' treatment progress.
* Coordinate activities with community-based substance use treatment providers. This includes regular check-ins with staff at identified programs.
* Work with the Project Team to convene regular meetings with identified treatment providers to develop strategies and protocols to support participants.
* Document service provision within 24 hours of service completion to individuals assigned.
* Participate in team meetings and scheduled case conferencing with other service providers as needed.
* Complete GPRA assessments at specified time periods in collaboration with PHMC's Research and Evaluation Group.
* Be available for on-call work as required on a rotating basis.

SKILLS:

* Ability to analyze, plan, and exercise critical thinking skills
* Knowledge of addiction, recovery, mental health systems, and social service programs
* Effective verbal and written communication skills
* Ability to use an electronic data platform for documentation of service delivery
* Ability to travel locally as required and attend conferences in support of grant activities

ROLE REQUIREMENTS:

* Must meet ONE of the following qualifications:
* Master's degree and 2-3 years of experience working in a treatment setting or with clinical responsibility in a community-based setting
* Bachelor's degree and 5 years of experience collaborating with individuals with substance use disorders, including clinical responsibilities in a community-based setting


* The ideal candidate will have experience in the following areas:
* Providing and coordinating substance use treatment services
* Working with community-based organizations, the criminal justice system, treatment providers, and other recovery support partners
* Utilizing evidence-based tools for individuals with substance use disorders
