Salary Range: $84,164 to $98,769

Job Location: During training it is preferred that you work 3 days per week in our Wilsonville Office and 2 remote days per week from your Oregon residence. After the training period, the number of days in the office can be reduced.

General Position Summary:
Assists the Benefits Operations manager with the ongoing operations of the CIS health, life, and other employee programs, activities, products, and partnerships, with a focus on the technical aspects of delivering programs and services to members.

POSITION HIGHLIGHTS/JOB DESCRIPTION
GENERAL POSITION SUMMARY:
Assists the Benefits Operations manager with the ongoing operations of the CIS health, life, and other employee programs, activities, products, and partnerships, with a focus on the technical aspects of delivering programs and services to members.

The following information may not be all-inclusive:
  • Responds to all carriers on weekly eligibility file discrepancies. Generates weekly test eligibility files to ensure appropriate data is being sent to carrier partners.
  • Reconciles monthly carrier administrative fee reports.
  • Assist CIS Benefit Representatives with processing of monthly invoice adjustments entered by member entities.
  • Assists with COBRA and Retiree monthly invoice adjustments.
  • Generates monthly member invoices, reviews prebills and sends final approved invoices.
  • Work with finance department to import monthly invoices into finance system.
  • Assists with creation and management of ad hoc reporting.
  • Reviews all rates entered in the CIS-Connect system for open enrollment, RFC, new employers, and new lines of coverage.
  • Organize and manage the CIS Benefits document storage databases, such as DocLoc, G drive, CIS-Connect.
  • Back up to the Benefits Operations Manager.
  • Assists the Benefits Operations Manager with managing and resolving CIS-Connect issues.
  • Other special projects and reports as assigned.

EDUCATION, CERTIFICATION, CERTIFICATES, KNOWLEDGE & EXPERIENCE:

Education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered.

Education: Associate degree

Knowledge: The position requires knowledge of the principles and practices of employee benefits administration, along with a working knowledge of federal and state laws and rules that influence employee benefits. The position requires technical ability sufficient to successfully coordinate production and secure transfer of data, and the analytical ability needed to evaluate performance and recommend changes.
The position also requires the ability to apply interpersonal skills and effective communication techniques needed to build and maintain effective relationships with the staff, CIS members, service providers and other partners. Strong written communication and negotiation and contract management skills are also required. The ability to effectively manage time and the ability to use a computer and related software is required.

Licenses:

Experience: Five or more years of progressive experience in the operational aspects of employee benefits, health care and/or municipal administration.

SPECIAL QUALIFICATIONS:
  • CEBS (Certified Employee Benefits Specialist)
  • CGBA (Certified Government Benefits Administrator)
  • Oregon Health/Life Insurance license. If incumbent does not have the license at time of hire, he or she must acquire it within one year of employment.

CIS SUPERVISOR STANDARDS
  • Provide leadership and direction to department staff to provide high quality risk management services consistent with CIS policies, procedures, and standards.
  • Work with department staff on goal setting.
  • Monitor and direct the performance and effectiveness of department staff, contract service providers, and others. Take action to ensure that deficiencies are corrected.
  • Supervise, coach, train and evaluate staff.
  • Monitor and coordinate workload issues for staff.
  • Make disciplinary and hiring recommendations.

WORK SCHEDULE:
CIS has a 37.5-hour workweek. Unless otherwise approved by the Department Manager and Supervisor, the typical schedule is Monday - Friday falling between the hours of 8:00 a.m. and 5:00 p.m.

Frequently work outside of typical office hours, as necessary.

The home office for this position is CIS' main Office. At the discretion of the Executive Director, the home office may be designated as another office.
