Summary: The City seeks a Consultant to help implement Position Control within its Human Resources Management System (HRMS). The Consultant will identify necessary changes to organizational and position data, as well as business processes, to effectively implement Position Control. The Consultant will also define the benefits of Position Control, ensuring the City can accurately report vacancies and monitor departmental hiring against approved budgets.
Position Overview / Statement of Work: The Consultant will evaluate current HRMS data and business processes to support the implementation of Position Control. The goal is to enhance the City's ability to monitor vacancies and budget forecasts, assist with recruitment, and ensure workforce compliance. The Consultant will conduct a thorough analysis, provide recommendations, and outline the benefits of implementing a Position Control structure.
Work Activities:
  • Evaluate current HRMS data, budget data, and related business processes concerning position control.
  • Analyze extracts of current HRMS data and budget workbooks.
  • Create and review a list of business processes related to position control.
  • Conduct follow-up interviews with subject matter experts as needed.
  • Draft and present findings and recommendations, including:
    • Gap analysis on the current organizational structure and Position Control implementation.
    • Report on the number of positions to be updated for Position Control.
    • System requirements and recommendations for successful implementation.
    • Necessary process changes.
    • Benefits of Position Control for the City.
  • Review and finalize findings with key stakeholders.

Skills/Experience Required:
  • At least 5 years of experience in HRMS/HRIS/HCM.
  • Proven experience in designing and implementing Position Control in large, complex organizations, preferably government clients.
  • Strong analytical abilities and excellent verbal and written communication skills.
  • Strong interpersonal skills with the ability to build constructive and effective relationships within and outside the organization.
