Summary: This position is located in Field Operations Directorate, Office of Field Operations, DISTRICT 44. As a Chief of Staff, you will provide financial, human capital, and administrative oversight of complex and diverse mission support functions and ensure organizational goals are achieved with offices across diverse geographic locations.

Responsibilities:

  1. Directs administrative programs including logistics, facilities, emergency management, congressional and stakeholder relations, and program evaluation in accordance with policies established by USCIS HQ, the Regional Director, and District Director.
  2. Serves as a senior-level expert and advisor on complex administrative, labor, employee relations, and logistical matters.
  3. Formulates and initiates changes to policies and procedures that affect the work of others and major aspects of the program.
  4. Maintains an awareness of external factors that affect the organization.
  5. Ensures goals are met through well-coordinated strategic resource planning, monitoring, and execution that minimizes costs and maximizes program efficiency and effectiveness.
  6. Develops short/long-term resource strategies and concrete objectives, plans, and priorities, consistent with organizational goals and internal/external factors to support and enable high visibility mission requirements with national impact.
  7. Inspires, motivates, and challenges others to maximize their potential; fosters an environment that encourages a high performing workforce; models a high standard of conduct for others.
  8. Plans work to be completed by subordinates, sets and adjusts short-term priorities, and sets target dates for work completion.
  9. Coordinates, directs, and oversees subordinates and exercises significant responsibility in advising management officials.
  10. Supports expert staff at the district and field level.
  11. Responsible for comprehensive budget process from planning to execution and serves as a senior level expert and advisor on budget formulation and controls.
  12. Develops and implements workforce management strategies around staffing, recruitment, and retention.
  13. Conducts effective staffing analysis, acquisition funding, and performance monitoring.
  14. Responsible for oversight of the District’s administrative, human resource, emergency management, facilities, financial management, assets, training, and outreach functions; is considered as the Chief Administrative Officer for the District.

Requirements:

  1. You must be a U.S. Citizen or U.S. National to apply for this position.
  2. Successfully pass a Background Investigation including financial disclosure.
  3. You must pass a drug screening.
  4. You must submit a resume and supporting documentation.
  5. Males born after 12/31/1959 must be registered with the Selective Service.
  6. Political appointees may require OPM approval before on-boarding.
  7. This position IS considered "essential" for purposes of reporting to work when the facility might otherwise be closed.
  8. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services.
  9. Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position.

Qualifications: The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/18/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/18/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.
