PhilaPort is seeking a Director of Procurement This management position serves as the principal public procurement official for PhilaPort and is responsible for the procurement of all goods, supplies, and services in accordance with applicable federal, state, and local ordinances, regulations, policies, and procedures. Responsibilities include providing professional support and sound contractual advice to all stakeholders involving the procurement of supplies, services and construction contracts, grants, and other related activities. Supervision is exercised over staff engaged in procurement activities.


The ideal candidate will possess a Bachelor’s degree in Business Administration or related field, have 3+ years of management, and 10 + years of Procurement experience (including federal and state grant compliance). Understanding of state or federal procurement policy is critical. This leader will need to possess excellent written and verbal communication skills, interpersonal skills, and bring both a hands-on and strategic approach.


Responsibilities

  • Procure or supervise the timely procurement of all goods, supplies and services needed, in accordance with all applicable federal, state and local laws, regulations, policies and procedures.
  • Ensure compliance with all applicable laws and procurement policies and procedures.
  • Maintain the integrity of the public procurement process.
  • Recommend policies to the Chief Executive Officer ("CEO") and Board of Directors (the "Board") regarding the procurement of goods, supplies and services. Prepare Board agenda items requesting approval of contracts, resolutions, service agreements, and other procurement activities. Prepare summary reports required by Board policy.
  • Ensure purchasing practices are consistent, open, and designed to encourage maximum competition and best value procurements.
  • Oversee market research efforts to locate vendors to ensure the most cost effective and competitive pricing for the purchase of supplies and services.
  • Prepare and issue solicitation documents.
  • Receive and evaluate proposals and bids; award or recommend the award of contracts to the CEO.
  • Oversee and approve negotiations with contractors on proposals, contracts, change orders and contract claims within delegated authority.
  • Review and execute contracts, purchase orders, change orders and other documents within delegated authority.
  • Establish standard contract clauses for use in contracts, solicitations, and purchase orders.
  • Prepare or supervise the preparation of all contractual documents.
  • Formulate, in conjunction with using departments, short-term and long-term strategic procurement plans in order to maximize buying power and minimize inefficiencies. Work closely with other departments such as finance, operations, and legal to ensure alignment and integration of procurement processes.
  • Stay abreast of industry trends and best practices and continuously review policies and procedures governing procurement in order to improve upon and standardize procurement policies and procedures.
  • Select, hire, supervise and evaluate staff; review of performance reports prepared by subordinates and rate employee performance; exercise authority for department personnel actions consistent with established personnel rules, and all other applicable rules and regulations.
  • Delegate authority and assign work to subordinate staff commensurate with their qualifications and existing workload. Review the work of staff to ensure compliance with applicable laws, policies and procedures.
  • Conduct training of PhilaPort employees in the procedures and techniques required in the performance of their duties.
  • Serve as public procurement advisor and technical expert to management.
  • Develop, recommend and monitor the departmental budget.
  • Effectively communicate purchasing policies and procedures to personnel and interpret said policies and procedures as necessary.
  • Maintain open communications with the contractor community, including but not limited to the small, and small disadvantaged business contractor community, to provide a comprehensive understanding of the procurement practices and maintain contractor confidence.
  • Make recommendations with respect to bid protests or contract claims.
  • Make recommendations with respect to the suspension or debarment of persons from consideration of award of contracts for cause.
  • Prepare or direct the preparation of reports which accurately represent the department's activities.
  • Represent the department to other PhilaPort departments, other federal, state and local public agencies, contractors, suppliers, and the Board.
  • Exercises general supervision and control over all inventories of supplies.
  • Designate surplus supplies and supervise their selling, trading, or disposal.
  • Coordinate all procurement activities with federal, state and local stakeholders.
  • Perform other related duties to ensure the accomplishment of the strategic priorities of PhilaPort.


Qualifications:

  • Hold a bachelor's degree in business administration, Supply Chain Management, or a related field; master's degree or relevant certification (e.g., CIPS, CPSM) preferred.
  • Minimum of 10 years of experience in procurement, with at least three years in a management role.
  • Proven track record in strategic sourcing, contract negotiation, and supplier management.
  • Strong analytical skills with the ability to interpret data and make data-driven decisions.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to work in a fast-paced, dynamic environment and manage multiple priorities.


Overview: Reporting to the CEO, and working closely with legal, this role manages a staff of three and will lead the planning, organization, development, and coordination of the procurement and contract administration activities for the entire organization.
