Under direction, the Management Analyst performs responsible professional administrative staff work, including development of the budget, to ensure efficient and effective internal systems operations of a large division or a department.


Currently, there is one vacancy in our Planning and Building Department. The eligible list created from this recruitment may also be used to fill future vacancies throughout the City.


Responsibilities
  1. Conducts research and analysis of operations, programs, processes and procedures including work flow organizational structure, revenue enhancement options, space utilization, equipment purchase/usage and staffing patterns.
  2. Prepares reports and makes recommendations to management for appropriate action.
  3. Prepares, reviews and monitors divisional or departmental budget.
  4. Provides process control of paperwork for personnel related activities such as selection, training or separation.
  5. Assists with the development and/or revision of written procedures to clarify, describe or create department/division standards, policies and procedures.
  6. Reviews present and pending legislation related to departmental/divisional activities and determines its effect on department/division operations.
  7. Participates in various meetings both with City staff and the public and makes oral presentations.
  8. May research paperwork for personnel related activities such as selection, training and separation.
  9. Performs related functions as required.

Minimum Requirements

Two years of responsible governmental administrative experience and education equivalent to graduation from a four-year college or university with specialization in political science, public or business administration or closely related field; or any equivalent combination of education, training and experience providing the following:


Desirable Knowledge, Skills, and AbilitiesKnowledge of:

Principles of public administration and government organization; municipal government operations, budgetary processes and controls, and personnel procedures; research techniques, methods, and procedures; standard business software applications such as Word, Excel, and Access is highly desirable; computer applications in municipal government operations.

Ability to:

Assemble, organize, analyze, interpret, and draw sound conclusions from factual information; develop and present research findings and communicate ideas concisely and effectively, both orally and in writing; write effective reports; establish and maintain effective working relationships with City employees and the public.

Examinations

Writing Skills Examination (Tentatively scheduled for September 11-15, 2024): (Qualifying) will evaluate the candidate's ability to communicate effectively in writing. Candidates need to pass this examination in order to continue in the selection process.


Oral Interview Examination (Tentatively scheduled for October 1, 2024): (Weight of 100%) will evaluate the candidates' experience, training, education and abilities in relation to those factors which are essential for successful performance on the job. Candidates need a minimum passing score of 70% in order to be placed on the eligible list.

Candidates must achieve a passing score in every component of the selection process in order to be placed on the eligible list. The Human Resources Department may waive one or more examination components. When one weighted examination component is waived, the remaining section will receive a weight of 100%.


Based on the number of applications received, the Human Resources Department may waive the oral interview examination and evaluate those applicants who meet the requirements described above through an examination of record. The examination will be based on a review of the application materials submitted and will include an assessment of training, experience and performance with the City of Santa Ana. Applicants must pass this review in order to be placed on the eligible list.
