Summary
As a Financial Management Analyst, you will perform a wide range of financial analysis duties related to the development and implementation of financial management programs.
Location of position: General Services Administration, Office of the Chief Financial Officer.
We are currently filling one, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area.
Duties
- This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least two or more days a pay period depending upon the terms of the agency’s telework policy.

GS-09 Duties:
- In a developmental capacity, participates in financial planning, analysis and administration activities.
- Perform financial transactions and assist with research associated with and support of business lines and programs.
- Retrieve, analyze, organize, and distribute vendor and financial data and information to ensure complete, reliable and consistent financial information and standard reports are provided to executives, managers, and employees within GSA.
- Monitor and track expenditures and revenue.
- Perform a detailed analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions.
- Identifies areas and types of corrective action needed, corrects records or advises the appropriate customer contact of action that may need to be taken as well as processes a variety of financial transactions in the financial system.
- As assigned, review and analyzes CFO programs and financial management activities to determine recommendations for improving effectiveness of controls and procedures.
GS-11 Duties:
- Assist in conducting financial management projects and studies relating to planning, developing, implementing and evaluating financial management and accounting policy, systems, processes, methods, and procedures to enable and insure the timely and effective collection/delivery of financial information to all program participants and financial managers of GSA.
- Analyze current methods and provide problem solutions to a myriad of situations relating to financial management systems activities.
- Assist with quality assurance reviews of financial transactions and participate in federally mandated and agency specific financial audits, reviews, and internal control operations.
- Performs financial transactions and research in support of business lines and programs.
- Evaluates operating program income, revenue, expense, and profit/(loss), compared to projections, historical trends and approved plans; recommends realignments or corrective action where necessary.
- Assists in the functional review and assessment of financial systems and enhancement initiatives and other information systems.
- Collects and analyzes data for operating, reporting, or remedial actions that may form the basis for financial management decisions.
- Evaluates reports and data to determine that the effect of transactions are being properly charged to the appropriate user.
- Coordinates the issuance and distribution of prescribed financial reports and identifies exceptions requiring management attention.
GS-12 Duties:
- Performs overall financial management analysis involving accounting, auditing, budget, and profit and loss analysis for assigned activities and customers in order to support regional and national policies and procedures.
- Conducts systematic examinations and appraisals of financial documents. Analyzes and evaluates ongoing expenditures to ensure timely obligations occur in conjunction with anticipated customer budget forecasts.
- Reviews and assesses changes in program plans and funding and their effect on financial and budget program milestones. Works with financial personnel to recommend fiscal adjustments based on analysis of financial and budgetary relationships.
- Maintains comprehensive automated records and data on financials to allow for and expedite the in-house processing, tracking and management of vouchers and payments.
- Analyzes program operations, recurring reports, and special systems edits and provides advice to GSA managers and customer officials on regulatory requirements, financial policies, the interpretation of data, and program improvements.
- Prepares financial statements for required GSA financial reporting processes.
- Provides recommendations regarding financial strategies and/or procedural changes designed to improve financial reporting and evaluation systems.
- Provides advice and counsel to GSA leadership on financial matters. Reviews and analyzes GSA financial policies and practices.
- Ensures the validity and technical accuracy of analytical findings and recommendations of studies/projects.
- Works with senior analysts in planning and developing segments of GSA's internal control architecture; assists in conducting reviews and assessments of internal controls initiatives.

- Serve a one year probationary period, if required.
- Undergo and pass a background investigation (Tier 1 investigation level).
- Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-09 salary range starts at $60,905 per year. The GS-11 salary range starts at $73,690 per year. The GS-12 salary range starts at $88,324 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-09, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience providing support on an organization’s financial operations and must include the following: Using financial management techniques to analyze operations and make recommendations on improving financial management systems and activities. Performing analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions. Performing routine financial transactions and assisting with research associated with the accounts receivable and payable programs; and using automated tools and systems to analyze financial data and prepare routine reports. OR have a master's or equivalent level degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or JD. OR have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience analyzing and advising on various programmatic, business, financial, and accounting matters. Such experience must have provided the applicant with a broad knowledge of financial management and analytical concepts and practices necessary to evaluate the financial status of an organization and recommend financial and/or programmatic changes in processes; OR have completed 3 full years of progressively higher level graduate education or PH.D. or equivalent doctoral degree; OR have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience analyzing and advising on diverse programmatic, business, financial, and accounting matters. Such experience must have included conducting programmatic and management studies and audits that required the analysis of complex accounting systems; and the application of analytical and evaluative methods in order to assess the effectiveness and efficiency of program operations or functions.
