The role is a 40-hour on-site position with hybrid flexibility after the engineer receives all the necessary training to perform the position's duties.


Job Description

The Distribution Control Branch within the Department of Water Operations has identified a need for additional technical support to aid in the operational execution of the Fire Hydrant Flow Testing program as well as other activities supporting the Branch. The level of support is similar to an Operations Program Manager (please see the attached job description) except the candidate filling the role must have a professional engineering license in the District of Columbia. Training will be provided on the water distribution system and work order management system. The specific job tasks related to this position include and are not limited to:

  • Fire hydrant flow testing – developing maps, creating work orders, reviewing tests, creating flow up system investigation workorders and approving the final fire flow report document. These tests will be for both Developer and Internal testing programs. A strong understanding of water distribution system hydraulics is critical and a required skill.
  • Develop Safe Clearance documents as well as Valve Plans for Valve Operations staff to use.
  • Other tasks that support the Valve and Investigation Foremen allowing them to focus on their core duties. These tasks include: a. Assisting staff with technical training (examples include: using Maximo to close out work orders, using the Valve Position Tracking application, using their iPhones for Investigative SOPs) b. Analyzing system data for potential operational issues c. Helping to maintain system pressure sensors d. Assist staff with FIDO leak detection equipment
  • Creation of GIS Maps as needed
  • Other work as assigned that supports the Distribution Control Branch.
  • Some field work may be required.
  • The hope is the engineer would work at a minimum 2.5 days per week. After receiving training, teleworking may be permitted pending work assignments. For example, fire flow test reviews may be done remotely. Collaborating with staff to discuss system investigations may require the engineer to come into the office. There is flexibility with regard to work schedules/work location.


Job Duties

  • Manages special projects, including new technologies, related to the operation and maintenance of water systems to include coordination with internal and external customers, project scheduling and documentation.
  • Provides daily planning, administration, and management of the specific area of responsibility.
  • Provides engineering and technical assistance to operational department directors and managers. Provides expert technical guidance and assistance on water, sewer, or wastewater treatment plant system design and construction matters.
  • Develops and updates Standard Operating Procedures (SOP) and Job Safety Analyses (JSA).
  • Analyses work management data and provides recommendations for improved workflow efficiencies.
  • Develops strategies to meet process objectives and works with staff to implement policy and procedural changes.
  • Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and prepares status reports for Authority management.
  • Prepares budget justifications for specific area of responsibility.
  • Prepares and monitors branch budget and expenses.
  • Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor of the operational department assigned.
  • Provides direction for the planning and scheduling of operational and maintenance activities.


Supervisory Responsibilities:

  • Supervises subordinate employees; makes work assignments, set priorities, interprets work orders, etc. Establishes work performance standards, prepares written performance evaluations, and monitors employee code of conduct; recommends promotions, terminations, reassignments, disciplinary and other personnel actions. Determines training needs and approves and schedules leave. Ensures that workers complete projects or assignments in a thorough and responsible manner.


Education/Experience Required

  • Bachelor's degree in Civil or Environmental Engineering or related Engineering degree from an accredited college or university and five (5) years of progressive experience in civil design or construction. The experience should include project management experience involving large or sizable projects. Supervisory experience is desirable.
  • Engineer-in-Training certification preferred.
  • Possessing and maintaining a Professional Engineer (PE) license is desirable.
  • Project Management Professional (PMP) certification is desirable.
  • Working knowledge of managing and developing environmental programs.
  • Well-developed management skills including effective delegation of work and performance management. Strong supervisory, analytical, work planning, organizational, inter-agency liaison, conflict resolution and customer outreach skills.
  • Ability to communicate effectively, both orally and in writing.
  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e., spreadsheets, scheduling software, GIS, work order managing software, word processing, e-mail, etc.)
