Job Purpose

The Level III Information Systems Security Officer (ISSO) will lead the development and maintenance of Authority to Operate (ATO) packages, provide advanced cybersecurity planning, and ensure compliance with relevant security standards and guidelines. The ISSO will oversee the implementation of security measures across various systems and guide the deployment of hardware and software.

 

Duties and Responsibilities

The job duties and responsibilities include, but are not limited to the following:

  • Lead the support for new ATO packages in eMASS and XACTA.
  • Provide advanced cybersecurity planning and maintenance services, including updates of security documentation to reflect new or changed physical configurations and security requirements.
  • Oversee the implementation of security measures in workstations, servers, and other system components.
  • Ensure that hardware and software deliverables meet cybersecurity requirements as specified under DoDI 8500.01, RMF IT, and NIST SP 800-53, including guidance from Authorizing Officials (AOs).
  • Lead the design, implementation, testing, and deployment of hardware and software for ONI networks.
  • Evaluate scans, artifacts, plans, and STIGs to ensure compliance with all system security controls, facilitating waivers as required.
  • Ensure that hardware and software delivered to the Partnerships and Capabilities Directorate (N3) for ONI networks comply with accreditation/authorization terms and conditions.
  • Ensure that system hardware and software installation on ONI networks complies with ONI assessment and authorization (A&A) processes for all enclaves and cross-domain systems.
  • Develop, maintain, and update security documentation, including System Security Plans (SSPs), security assessment reports, and plans of action and milestones (POA&Ms).
  • Prepare and manage Authority to Operate (ATO) packages and other accreditation documentation.
  • Implement and oversee security measures to protect information systems, including configuring security settings, managing access controls, and applying security patches.
  • Coordinate with other IT and security personnel to ensure security measures are integrated into all system components.
  • Stay updated on the latest security threats, trends, and technologies.
  • Continuously improve security processes and controls to enhance the overall security posture of the organization.
  • Monthly Task Order Status Report deliverables.
  • Technical Reports, Briefings, and White Pages, including a list of systems, ATO status, and ATO renewal dates.

Qualifications

Minimum Education & Experience:

  • MS/MBA degree in IT, IA, or IA-related field
  • IAT Level 3 certification in Information Systems Security.
  • Minimum 10 Years of C&A experience with DIACAP, DCID 6/3, ICD 503, and/or NIST Framework
  • Minimum 3 Years Project Management experience, experienced with DoD, DISA, Navy NETWARCOM, DoDIIS and IC tools, systems, and reporting mechanisms / requirements for C&A.
  • Extensive experience and education in Information Assurance specialty areas, thorough knowledge of IC, DoD, and DoN Cybersecurity initiatives, and secure information/networking technologies.
  • Certification: CISSP, CEH, Certs required per SECNAVM-5239.2.
  • Expert knowledge in eMASS and XACTA.
  • Comprehensive understanding of DoDI 8500.01, RMF IT, and NIST SP 800-53 guidelines.
  • Proven experience in advanced cybersecurity planning and maintenance.
  • Strong leadership and project management skills.
  • Excellent communication and teamwork abilities.
