Independent Living, Inc, in Newburgh, NY is seeking to hire a Recovery Community & Outreach Center Program Manager to oversee programs that work with individuals toward their recovery goals by providing supports and services to help them achieve their maximum potential.


Independent Living, Inc., is a progressive and dynamic cross-disability services organization and a leader in the provision of peer services in the Hudson Valley region. As the Recovery Community & Outreach Center Program Manager, the ideal candidate must be a mental health and substance use disorder peer and have a working knowledge of the mental health system and recovery process (including but not limited to 12 step programs, Self Help and other alternative methods). Must also be comfortable with self-disclosure as needed. Bachelor's Degree, preferred, with commensurate experience. A minimum of five years of management/supervisory experience, preferred as well.

DUTIES AND RESPONSIBILITIES:

  • Oversees programmatic aspects of the Onward Recovery Mid-Hudson Recovery Community Outreach Center and collaborate with manager of Westchester-Putnam Recovery Community Outreach Center and the CRPA peer position that is dedicated to supporting the Newburgh Problem Solving Courts.
  • Leadership includes monitoring ongoing progress; preparing reports; analysis of participant, staff and referral feedback loops and data; and communicating with other community partners.
  • Supervises data collection and implementation activities among all recovery staff ensuring accuracy and timeliness.
  • Proactively reviews and audits Foothold and reports to ensure entries are accurate, entered as expected and reasonable as related to service provision.
  • Supervises peers and volunteers in five (Rockland, Dutchess, Ulster, Sullivan, Orange) counties, providing a regional peer support network for individuals in recovery for SUD (substance use disorder).
  • Leads the program staff in new outreach & marketing opportunities in Orange and Sullivan County and assists the Program Manager in Westchester/Putnam counties.
  • Provides in-service education presentations upon request.
  • Provides office coverage as needed. This includes conducting consumer intakes and addressing consumer needs, answering phones, facilitating groups, and coordinating center social events.
  • Creates a plan to achieve measurable outcome objectives including but not limited to the following: 1) coordinate and integrate SUD, mental health and physical health services, connecting individuals to effective clinical services, a Primary Care Physician and a Medical Home; 2) stabilization and acclimation in the community, leading to a greater degree of independence and improved quality of life; 3) gainful employment and active participation in the community; 4) maximization of existing resources, by providing complementary, non-duplicative services dedicated to achieving wellness and recovery, and facilitating constructive community connections; 5) facilitate transformation among traditional services in collaboration with counties and provider organizations; and other objectives as defined by the needs of this project.
  • Works with Peer Specialists to provide outreach, coaching, mentoring, systems navigations and other outcome-oriented supports targeted to individuals in recovery from SUD.
  • Oversees and coordinates program staff caseloads and provides regular program staff supervision and feedback using ILI’s CDPFP (Continuous Development and Performance Feedback Process).
  • Ensures all program staff enroll in, and complete, required training(s) by the stated and/or required deadline(s).
  • Coordinates regular opportunities to provide peer perspectives to all stakeholders of our rapidly evolving physical, mental health and SUD healthcare systems.
  • Develops expert knowledge of contract management and ensures accurate implementation of and compliance with program contracts.
  • Ensures that all direct reports adhere to agency guidelines and protocols.
  • Provides support and feedback on scheduling, consumer file management, and statistical record keeping and reporting of direct reports.
  • Completes all required and assigned internal and external reporting and record keeping within required timeframes.
  • Acts as professional liaison with state agencies regarding programmatic matters and reporting requirements.
  • Attends state, county, and local provider meetings as assigned and are relevant to the program.
  • Works in coordination with the agency Systems Advocate on systems related issues. Completes systems changes for the ACCES-VR report.
  • Coordinates team meetings, staff training and attends management meetings as required.
  • Intervenes as necessary and appropriate with staff and consumer matters.
  • Develops methods, workshops, seminars and techniques for providing self-help leadership training to consumers so that they can become effective self-advocates in accordance with the Independent Living philosophy.

PAY RATE:

  • $55k/yr – $60k/yr

Requirements:
  • Must have lived experience with substance use recovery either personally or through a family member who has gone through recovery and be comfortable with self-disclosure as needed.
  • Experience directly supervising peers.
  • Certified Recovery Peer Advocate (CRPA) strongly preferred.
  • Minimum two years working with individuals in recovery.
  • Qualified Health Professional (QHP) (L-MSW or L-CSW, CRC, LMHC, CASAC) preferred but not required.
  • Master’s degree in human services, Social Work or a related field such as Psychology or Counseling, preferred or bachelor’s degree with commensurate experience.
  • Knowledge of services in Orange & Sullivan counties a plus.
  • Clean driving record.
  • Bilingual (Spanish/English) capabilities a plus.
  • Must have a working knowledge of Recovery-Oriented Systems of Care and multiple pathways to recovery.
  • Demonstrated ability to recognize the need for and facilitate connections between consumers and ILI and other disability related services.
  • Knowledge of local, statewide and national disability related issues and community dynamics.
