Summary of Duties: This position is responsible for center accounting functions and for supervising the Accounting Specialist. Supervises and engages in calculating, posting and verifying to obtain and record financial data for use in maintaining accounting and statistical records.

The Accounting Supervisor Must Be:

Key Areas of Responsibilities:

  • Ensures strict confidentiality of sensitive information.
  • Performing daily accounting and audit functions within the general accounting function and summarizing data input for periodic operating statements and management information, in compliance with government and management directives.
  • Compiles composite reports from individual reports of subordinates required by management government agencies.
  • Conducts survey of operations to ascertain needs of organization.
  • Designs and executes administrative and financial systems process improvements.
  • Devises forms and prepares manuals required to guide activities of bookkeeping and clerical personnel who post data and maintain database.
  • Adapts conventional accounting and recordkeeping functions to computerized accounting process.
  • Assists in budgeting and cost management.
  • Develops implements, maintains an accounting system, and prepares monthly financial statements, analyze past and present financial operations and estimates revenues and expenditures to prepare annual operating budget.
  • Develops, implements, and maintains budgeting systems which provide control expenditure carrying out Center activities.
  • Reviews all pertinent cost ledgers, financial reports and other internal reports routing the corporate office and/or the Department of Labor.
  • Prepares journal entries for expense accruals, adjustments to inventory, and corrections to accounting distribution.
  • Reviews purchase requisitions for availability of funds and assigns accounting distribution.
  • Coordinates physical count of supplies/subsistence inventories, and implements appropriate controls.
  • Works with management in strategic planning.
  • Evaluate staff performance, provide staff training and recommend department and personnel changes to the department manager.
  • Assist the department manager in the preparation of the departmental budget; monitor and control expenditures
  • Assist in the development and implementation of new and revised policies and procedures affecting accounting.
  • Review and audit all assigned areas regularly for contractual compliance and effectiveness of delivery of services to students.
  • Assist in the preparation of data input for development of financial statements and management information reports, including monthly accounting journal entries, overhead application schedules, bank reconciliations, general ledger account analysis and monthly profit and loss statement.
  • Develop accounting and financial data for management decisions on operation profitability, budgeting parameters, control provisions, new program development and return on investment projects and cost proposal preparations.
  • Monitor the output of the accounts payable and cashier functions, the preparation of case forecasts and the initiating of funds.
  • Maintain cash disbursements journal, general ledger and cost ledger by recording accounting transactions, preparing reconciliations and financial tabulations as assigned.
  • Review incoming inter-divisional billings and reconcile inter-divisional accounts and maintain payment record.
  • Prepare government billings and maintain payment record.
  • Prepare month-end closing of financial books and government, center and corporate financial reports.
  • Assist in the preparation of student payroll, student clothing coupon issue and accountability.
  • Monitor center performance through interpretation of accounting data and development of management information reports
  • Coordinate with other center staff concerning accounting matters.
  • Participate in student employability programs and activities.
  • Support, promote, and enforce the Job Corps' Zero Tolerance Policy.
  • Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary, and monitoring both positive and negative behaviors through interventions.
  • Maintain accountability of students and property; adhere to safety practices.

Credentials:

Education and Experience

Bachelor’s degree (BA) from four-year college or university; or four to six years related experience and/or training; or equivalent combination of education and experience.

Certifications, Licenses, Registration

Valid state driver’s license; CPR/First Aid certifications

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
