Plans Analyst

Location: Miami, FL

Overview: The Plans Analyst (Journeyman Level) develops, implements, and evaluates programs to enhance partner nations' defense capabilities. This role requires coordination with various stakeholders, including the Office of the Secretary of Defense, U.S. Embassies, and the Joint Staff, to ensure effective program delivery. The ideal candidate will have 3 to 10 years of experience, a BA/BS or MA/MS degree, and the ability to perform all functional duties independently.

Key Responsibilities:

  • Program Development and Implementation:
    • Develop, implement, and evaluate programs to enhance the defense capabilities of partner nations.
    • Ensure effective delivery of programs by coordinating with the Office of the Secretary of Defense, U.S. Embassies, and the Joint Staff.
  • Regional Security Cooperation:
    • Support regional security cooperation activities.
    • Manage a diverse array of Title 10 and Title 22 programs to support national security goals.
    • Build international partnerships through strategic assessments and recommendations.
  • Capacity Building:
    • Advance partner nation capacities through training, equipment provision, and technical support.
    • Ensure interoperability with U.S. forces.
  • Monitoring and Evaluation:
    • Monitor the success and relevance of training programs and other security cooperation activities.
    • Use data and metrics to assess effectiveness.

Requirements:

  • Experience and Education:
    • 3 to 10 years of relevant experience in strategic planning, program management, or a related field.
    • BA/BS or MA/MS degree in a relevant discipline (e.g., International Relations, Defense Studies, Security Studies).
  • Skills and Abilities:
    • Proven ability to perform all functional duties independently.
    • Strong analytical and strategic assessment skills.
    • Excellent coordination and communication skills.
    • Proficiency in using data and metrics for program evaluation.

Preferred Qualifications:

  • Prior experience working with DoD or other Federal agencies.
  • Knowledge of Title 10 and Title 22 programs.
  • Familiarity with international security cooperation and defense capacity-building initiatives.
