JOB SUMMARY: The Regional/Operations Manager is responsible for overseeing a portfolio of Section 42 rental properties and may also include Market Rate, Section 8, HOME Program, Public Housing Units, Supportive Housing, Senior Programs, Rural Development, Owner Associations or other programs. The Regional/Operations Manager is responsible for training and overseeing a property management team, working cohesively with Property Management Leadership team and closely with the Director of Property Management on portfolio initiatives and directives, and develops and maintains professional relationships with vendors, owners, residents, and Government Agencies.

ESSENTIAL FUNCTIONS:

  1. Financial Oversight

Review operating results with budget projections.

Consolidate and report trends, including variance reporting and asset analysis.

Review and monitor financial information to work to meet or exceed annual budgets.

Analyze business results; take action to improve results as appropriate across the portfolio.

Review monthly financial statements with Property Managers.

Work with Accounting, Property Managers, and owners to create accurate and approved annual budgets.

Create and maintain capital improvement plans for portfolio.

Oversee direct report staff to ensure rent collections, ensure deposits are entered timely and late fees are assessed according to policy.

Oversee delinquent accounts, follow-up with any outstanding balances.

Ensure unlawful detainers are filed in a timely manner.

Help train, mentor, counsel, and develop Property Management staff.

Provide performance feedback for direct report staff.

Take corrective action as appropriate for direct report staff.

Interview and provide recommendations for new staff.

Respond timely to Property Management staff questions or concerns.

Assess new methods and tools and provide management with updates and recommendations of changes to processes.

Develop a detailed leasing and marketing plan and oversee implementation to meet goals.

Maintain and update the portfolio Operating Policy and Resident Handbooks across the portfolio.

Create standardized forms and train Property Managers in the purpose and use.

Oversee and/or assist with new lease ups to ensure uniformity in operations.

Assist and track associate training and other items for the Property Management and Maintenance divisions and continually assess and monitor on-going training needs.

Responsible for duties associated as the 504 Coordinator.

Negotiate bulk pricing and services throughout the Property Management portfolio.

Other operational items identified or as assigned by the Director of Property Management impact operations.

Monitor the rental market, assist with market surveys.

Implement rent increases, move-in specials, or other special programs.

Proactively market future vacancies.

Work with advertising vendors to determine the best advertising options.

Ensure properties have adequate signage and superior curb appeal.

Complete all weekly, monthly, quarterly, and annual reports timely.

Ensure Property Managers complete move-out inspections, process security deposits, and all other monthly calendar items are being completed timely and in accordance with policy.

Review and approve purchases and invoices.

Respond to resident questions or issues in a timely manner.

Monitor issues that are being handled by other Associates.

Oversee resident activities and create, monitor, and implement effective resident retention programs.

Promote Crime Free Drug Free Housing.

Monitor maintenance work orders; verify work orders are complete timely and adequately.

Create scopes of work for capital improvement items or expenses to be completed by outside vendors.

Follow through with outside vendors on any special projects, inspect work to ensure completeness and satisfactory quality.

Regularly inspect properties for damage or issues.

SKILLS AND KNOWLEDGE:

  1. Strong organization and prioritization skills.
  2. Ability to proactively manage resources and time.
  3. Ability to understand and see the end result and create process and policies to achieve the goals.
  4. Professional communication skills, verbal and written.
  5. Computer skills including proficiency in Word, Excel, Outlook, Blue Moon, and Yardi software.
  6. Supervisory skills.
  7. Ability to work independently with little supervision.
  8. Strong knowledge of Fair Housing.
  9. Strong Negotiation skills.
  10. Ability to demonstrate Sand Companies, Inc. core values of: Stewardship, Integrity, Trust, and Excellence.

EDUCATION/EXPERIENCE REQUIREMENTS:

High School Diploma or G.E.D.

Prefer a two-year degree in Business or Real Estate

CRM or other certifications a plus.

5 years of Property Management experience.

OTHER REQUIREMENTS:

Pass a drug and background check.

Valid Driver’s License

Ability to work in excess of 40 hours a week on a regular basis

Summary

The Regional/Operations Manager works primarily indoors in a temperature-controlled environment. This position requires extended periods of sitting and computer use, frequent verbal and written communication, and listening skills. Must also be able to walk an extended distance, squat, push, and lift and carry, in order to inspect units and help maintain the curb appeal and cleanliness of the property
