GENERAL PURPOSE

Performs a variety of general and technical maintenance duties requiring skill in various building construction and maintenance disciplines including electronics, carpentry, plumbing, electrical, painting, boiler maintenance, HVAC operation and custodial care. This supervision includes all Beaver County facilities.

SUPERVISION RECEIVED

Works under the general supervision of the Beaver County Commission, Beaver County Sheriff, and Maintenance Supervisor.

SUPEVISON EXERCISED

Provides close working relationship to assigned inmate workers and oversees contract vendors

ESSENTIAL FUNCTIONS

Performs routine duties as needed to implement all Beaver County facilities maintenance program(s) and schedules. Primary responsibilities will be at the Public Safety Facility.

Monitors and performs general maintenance on facilities boiler(s) to regulate and control temperatures; performs daily inspections and makes adjustments; monitors building temperature through computerized direct digital system; maintains computer related devices to assure efficient operation; maintains various monitoring and safety devices designed to prevent or control fire, etc.; maintains domestic hot water systems and pumps.

Performs preventive maintenance on facilities systems and equipment; maintains HVAC system, including VAC boxes; calibrates thermostats; electrical systems, pneumatic controls, electrical and electronic controls, actuators, etc.

Monitors and maintains electronic locking devices needed to assure facilities safety and security; coordinates with vendor technicians as needed to resolve complex issues or replace components as needed.

Maintains, repairs, replaces electrical components; maintains light fixtures, outlets, extension poles, connections, switches, and routine wiring; monitors mechanical apparatus such as motors, belts, pulleys etc. to assure proper operation; may perform routine maintenance of telephone equipment, camera equipment, elevators, etc.

Maintains water softener equipment; assures proper operation and timely release of salt solutions; monitor computer controls and timers; assures proper supply of salt and system cleaning chemicals.

Performs general preventative maintenance on kitchen facilities and cooking equipment; clears and cleans grease traps.

Monitor facilities backup generator to assure the continuation of power during outages, repairs or other down time to the main power system; tests generator operations weekly; schedules technical repairs with vendors as needed.

Monitors general operational controls; monitor computer and takes readings to determine proper operation and working status; identifies problems as they occur and assures timely repair.

Request orders, necessary materials and equipment to assure appropriate inventory of building projects, tools, equipment, custodial supplies, paper products, and lighting and hardware products. Receives and processes invoices for purchases; monitors expenditures to conform with established budget limitations;

Assures Public Safety facilities (interior and exterior) are clean, safe, and attractive; coordinates custodial personnel and assigns tasks such as: sweeping, moping, or scrubbing hallways, stairs and floors; wax removal and floor sealing using power equipment or appropriate chemicals; carpet cleaning etc.

Oversees snow removal of all County Buildings including; Public Safety Facility, Administration Building, Search and Rescue Building, Auxiliary Building, Children’s Justice Center, Old Courthouse Museum, the County Walking Trail.

Performs related duties as assigned. This job assignment will include assisting with maintenance and repairs at any and all other Beaver County Facilities as needed. On-Call Status is required.

SECONDARY FUNCTIONS

Provide close and direct observation of inmates. Conduct living area inspections for evidence of prohibited activities and observe and document demeanor of inmates.

Oversee inmates in transit between facilities, courts and other destinations – when directed. Assume responsibility for inmate movement throughout facility. Supervise inmate recreation, meals, programming, visitation, counseling and other approved activities.

Operate control room, monitor closed circuit monitoring system, control entrances, doors, and sally ports in order to prevent inmates from making unwanted physical contact. Maintain inventory of keys, radios, weapons and other items.

Restrain inmates using handcuffs, waist chains, leg irons or other approved methods.

Answer phone calls and effectively relay approved information concerning inmates to the public and other agencies. Safely operate a motor vehicle to attend training and/or transport inmates.

Maintain safety, security, control, discipline and order within area of assignment. Conduct thorough searches of inmates before and after transportation outside of the facility.

Requirements:

MINIMUM QUALIFICATIONS

1. Education and Experience

A. Graduation from high school; plus two (2) years of specialized training provided through trade school, vocational centers, apprenticeships or professionally sponsored workshops related to commercial building maintenance, environmental control systems, construction or maintenance;

AND

B. Three (3) years of experience involving responsible custodial work, HVAC and building maintenance requiring skill in carpentry, plumbing, electrical wiring, electronics and other related fields;

OR

C. An equivalent combination of education and experience along with being Peace Officer Standards and Training (P.O.S.T.) certified Correctional Officer or able to become certified as a Correctional Officer within the first year of employment.

2. Knowledge, Skills, and Abilities:

Considerable knowledge of construction techniques, and methods related to carpentry, plumbing, electronics, or electrical wiring; methods, materials and equipment used in general custodial work; operation and minor maintenance and repair of plumbing fixtures; electrical and mechanical systems, boilers, small motors, etc.; interpersonal communication skills. Working knowledge of basic principles and practices of supervision; basic inventory control methods and procedures; cost management and budget development.

Journey level skill in carpentry, plumbing or some other construction field; the use of a variety of hand and power tools such as hammers, saws, wrenches, sanders, floor buffers, vacuums, and other tools common to building maintenance and repair.

Ability to determine needs for services and supplies necessary to carry out multiple maintenance task; lift and carry moderately heavy materials; establish and follow through on work priorities; quality decisions in emergencies; communicate effectively, verbally and in writing; develop effective working relationships with subordinates, supervisor, fellow employees.

3. Special Qualifications:

Must be able to move objects weighing up to 75 lbs.

Must possess valid driver’s license.

Must be certified by the State of Utah as a Corrections Deputy or become certified within the first year.

Must successfully pass a background investigation, which may include criminal history records, education verification, credit and financial information, employment history, and personal reference checks.
