JOB SUMMARY
The Senior Programs Administrator for the Engineering Department will serve as a project manager, overseeing the planning, coordination, and execution of all engineering projects. This role involves supervising the Engineering staff, managing complex infrastructure projects, ensuring they are completed on time, within budget, and in accordance with city standards and regulations. The Senior Programs Administrator will work closely with city officials, contractors, and stakeholders to deliver projects that improve the city's infrastructure and enhance community well-being. The ideal candidate will possess strong leadership skills, strategic thinking, and experience in public sector program and project management.
ESSENTIAL JOB FUNCTIONS
- Leadership and Supervision:
- Oversee the day-to-day operations of Engineering Department, and monitoring programs, progress and performance against established goals
- Supervise project teams, including engineers, project managers, technicians, and support staff, providing guidance and ensuring accountability
- Delegate tasks and responsibilities effectively, ensuring that team members have the support and resources needed to succeed.
- Conduct performance evaluations and provide feedback to team members on a regular basis.
- Conduct regular project meetings to monitor progress, address issues, and keep all stakeholders informed.
- Project Management:
- Lead and manage engineering projects from inception to completion, including construction, roads, bridges, utilities, and other infrastructure improvements.
- Develop detailed project plans, timelines, and budgets, ensuring alignment with the city’s strategic objectives.
- Coordinate with internal departments, external contractors, and consultants to ensure projects are delivered efficiently and effectively.
- Stakeholder Engagement:
- Engage with community members, business owners, and other stakeholders to communicate project goals, timelines, and impacts.
- Address public inquiries and concerns, ensuring transparency and responsiveness throughout the project lifecycle.
- Coordinate with government agencies, utility companies, and other entities to facilitate project approvals and compliance.
- Technical Oversight:
- Ensure all engineering projects comply with local, state, and federal regulations, as well as industry standards.
- Review and approve engineering designs, plans, and specifications.
- Oversee the procurement process, including the preparation of bid documents and contracts.
- Financial Management:
- Manage project budgets, ensuring all expenditures are tracked and reported accurately.
- Identify cost-saving opportunities without compromising project quality or safety.
- Prepare financial reports and updates for city leadership and other stakeholders.
- Reporting and Documentation:
- Maintain comprehensive project documentation, including contracts, change orders, permits, and other essential records.
- Prepare regular status reports for the City Engineer, city leadership, and public distribution.
- Ensure all project close-out procedures are completed, including final inspections and acceptance.
- Performs other related duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Education: Bachelor’s Degree in Civil Engineering, Construction Management, Public Administration, Business Administration, or a related field. A Master’s degree, professional engineering (PE), or project management professional (PMP) is preferred.
- Experience: Minimum of 3-5 years of experience in program and/or project management within the public sector. Demonstrated experience in strategic planning, budget management, and stakeholder engagement.
KNOWLEDGE, SKILLS AND ABILITIES
- Strong leadership and team management abilities.
- Proficiency in data analysis and report writing.
- Ability to work collaboratively with diverse stakeholders.
- Strong problem-solving and decision-making skills.
- Knowledge of City codes, ordinances, resolutions, policies, and guidelines regarding City organization and operations;
- Knowledge of functions and activities of City departments;
- Knowledge of state laws, regulations, and guidelines governing City operations;
- Skill in preparing and administering municipal budgets;
- Ability to prepare and analyze comprehensive reports;
- Ability to establish priorities and direct the allocation of City resources;
- Ability to communicate clearly and concisely, effectively, verbally and in writing;
- Ability to establish and maintain effective working relationships with employees, City officials and the public.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS
- Requires a valid Georgia Driver’s License.
PHYSICAL DEMANDS
Must be able to sit or stand for extended periods, use standard office equipment, and conduct on-site inspections, which may require walking on uneven terrain. The work requires the ability to attend meetings from early morning through late at night.
WORK ENVIRONMENT
The work is typically performed in an office but also requires site inspections.
