Starting Salary: Pay Grade 8 - starting salary $15.30 per hour
Work Hours: 40 hours per week

GENERAL PURPOSE

Perform a variety of entry-level clerical and routine technical duties related to the development and maintenance of county property-related documents, records, maps, plats, and ordinances for property tax assessment and other county functions.


SUPERVISION RECEIVED

Work under the general supervision of the Plat/Mapping Supervisor.

ESSENTIAL FUNCTIONS

Retrieve, select, and evaluate recorded and unrecorded legal documents, including deeds, death certificates, escrow contracts, divorce decrees, probates, plats, and ordinances, that influence property ownership, descriptions, or histories, etc.; verify readiness, accuracy, and completeness of the documents for data entry and platting.


Interpret and process the documents in a thorough, accurate, timely manner; update and maintain the computer systems to record the changes; notify Data Technicians, Valuations Technicians, Treasurers, Clerks, and other interested parties of the changes.


Assist the public and county staff with property-related inquiries, to access, review and make copies of property documents, plats, and maps; collect fees for service and issues receipts if needed.


Research various resources to resolve problems in property ownership, descriptions, and others; make routine contacts with title examiners, surveyors, attorneys, the public, and other county and private personnel to remedy such problems.


Apply knowledge of maps, surveys, Public Land Survey System (PLSS), basic geometry, and Coordinate Geometry (CoGo) on Computer Aided Design (CAD)/Geographic Information Systems (GIS) software to draw simple metes-and-bounds; locate properties and verify legal descriptions and closures; identify boundary changes and assist other department staff with preparation for the changes; scale and print maps.


Learn, maintain, and expand current knowledge of existing technologies as they relate to the County and State guidelines and GIS technologies, and Idaho State Statutes and State Tax Commission Rules pertaining to property ownership.

Bonneville County has an expectation that employees maintain regular, reliable patterns in their work product and attendance.

MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Graduation from high school;

AND

B. One (1) year of job-related training or education;

OR

C. An equivalent combination of education and experience.


2. Required Knowledge, Skills, and Abilities:

Working knowledge of general office management practice; basic mathematics related to additions, subtractions, percentages, and fractions.


Sufficient Skills in basic communication; computer terminal operations and data entry; standard computer software applications (e.g., Microsoft Word, Excel, and Outlook); standard office equipment operations such as printer.


Ability to read and understand legal documents and maps; understand geometry; perform complex mathematical computations; operate existing or new technical mapping software and other computer programs; work independently and in a team on specific assignments; communicate effectively, verbally and in writing; develop effective working relationships with supervisors and fellow employees; apply mental skills for problem solving, research, logical thinking, and attention to details; work under pressure in a timely manner.


3. Special Qualifications:

Must be willing to meet the expectation to pass Appraisal Course 1 and Basic Mapping.


4. Work Environment:

Incumbents of the position perform work in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular strain, but do involve walking, standing, stooping, lifting, sitting, reaching, talking, hearing, and seeing. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg, and foot dexterity exist. May require occasional travel for training.
