Constituent Services Liaison

Job Summary
The Constituent Services Liaison will support and implement initiatives of a Commissioner and manage inquiries, issues, or information requests regarding County services, while engaging with constituents. Constituent Services responds to requests for all types of assistance for all community members: private citizens, public organizations, and other business entities. Constituent services Liaison also works with county departments to ensure that they are aware of the issues being brought to the Board of Commissioners by the community and to ensure that residents are receiving services that are satisfactory. This individual works under the general direction of and is responsible to the Executive Director of Government Affairs/County Clerk.
Essential Functions

Collaborate with the Commissioners to respond to constituent requests for information and assistance, including complaints. Follows up with departments to track progress and ensure resolution on all requests.
Identify opportunities for the Commissioner to meet with interested constituents and groups.
Maintains schedule of the Commissioner and provides regular updates.
Handles all logistics relating to the Commissioner's attendance in training, conferences, public speaking engagements or any other event involving the Commissioner. Will require travel in order to participate and attend these events with the Commissioner.
Plans, coordinates, events assigned by Commissioner; including community meetings and civic events.
Develop and support strategic initiatives to advocate for a higher quality of life ofr Rockdale County.
Conducts research as assigned regarding topics of Interest relating to current events, Initiatives, or projects and makes recommendations based upon local ordinance, law, and best practices.
Keeps the Chief Operating Officer (COO) informed of initiatives under consideration and receives authorization/guidance prior to proceeding with development and implementation.
Meet with citizens to keep them informed of County services and changes; disseminates information to answer public inquiries about the Rockdale County services or Commissioners, and refer citizens to the appropriate local or state programs or agencies, as needed; provides community crisis intervention.
Network with social service agencies, communities, businesses, and religious organizations to promote cooperation, advance local issues including the economy, environment and innovation, and involvement with Commissioner;
Serves as the Liasion between Commissioner, service departments and community members.
Attends meetings, internally and externally as assigned, and provides on-site assistance to the Commissioner.
Conform to the County Charter, Code, Finance Policy and Procedures Manual, Talent Management policies and applicable portions of the Administrative Guidelines for Career Service, and Technology Services Policies and Procedures.
Additional Duties:
The employee in this classification may be expected to perform any related duties as required by proper authority.
Working Conditions
Work is performed in an office environment and at various field offices. May be required to work at a desk or other workstation for prolonged periods. Other physical and mental demands include occasional balancing, stooping, kneeling, crawling, climbing stairs, pushing, pulling, and lifting.
Knowledge, Skills, and Abilities
Possesses the knowledge, skills and abilities to successfully perform the essential functions of the position.
Knowledge of the principles and practices of public records management administration.
Skills in reasoning, analyzing, and constant attention to detail is required.
Communicate effectively in order to provide regular updates and recommendations to the Commissioner.
Ability to communicate both verbally and in writing with other County employees, the community, and other programs, municipalities, and agencies.
Ability to concentrate with frequent interruptions and general office noise is required.
Minimum Qualifications
1.) Bachelor's degree required in a related field.
2.) Two (2) years of constituent services, community affairs or related experience that clearly demonstrates the ability to perform the essential functions of the position.
3) OR have a combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
4.) A valid Georgia State driver's license.
5.) The ability to successfully complete a Rockdale County background investigation prior to employment Is required.
Preference
1.) Master's degree in a related field.
