This is a hybrid position located in Mclean, VA.

NCC is seeking a Senior HR Manager with the experience, skillset, and professionalism to grow into the executive ranks. In this position, you will be an HR Business Partner to the executive team and will understand the importance of balancing the needs of the business and it's employees, while overseeing and managing all compliance-related aspects of HR. The ideal candidate is strong in employee relations, compliance, implementing HR Technology solutions, risk mitigation and has a strategic mindset to assist in guiding the business.

This position will report directly to NCC's Chief Operation Officer (COO) and will work directly with senior management, project managers, and mid-level managers.

Key Areas of Responsibility

  • General HR Leadership
    • Lead and manage all HR responsibilities for the company as a business partner to the leadership team and grow junior HR staff.
    • Support over all HR department maturation initiatives, as well as provide the management team with advice, counsel and decision recommendations.
    • Participate in leading the culture change required to drive quality and financial results.
    • Develop, implement, manager and update annual HR department budget, including merit increases and award programs.
    • Understand and use electronic HR business tools, including Applicant Tracking System (ATS), to drive efficiency and reporting to support business decisions.
    • Continued training in strategic HR best practices and business support.
  • Compliance and Benefits Management
    • Maintain federal, state and local compliance requirements.
    • Stay up-to-date on labor policies, FMLA, OSHA and ADA related items to provide expertise and guidance.
  • Employee Life Cycle Management
    • Training of Program Managers in candidate assessment, interviewing, documentation and any other processes related to employee actions.
    • Oversee onboarding/offboarding, compensation and benefits, employee morale, retention activities, and performance management.
    • Work with executive staff on performance management and driving results at an organizational level.
    • Coordinate with other departments to lead NCC's training program while tracking certifications and trainings held by employees.
    • Work with the Project/Program Managers and employees on inquiries and issues.
    • Develop organizational strategies and update current HR policies/guidelines, including orientation and onboarding of new staff.
    • Administer disputes, investigations and any other disciplinary matters as required.
  • Culture Development
    • Engage with employee council on areas such as new benefit implementations, training opportunities, and employee morale programs.
    • Create and implement a regular internal communication plan, that will also include NCC Community events.

Minimum Requirements

  • 7+ years experience within Human Resources.
  • 3+ years experience managing staff.
  • Thorough knowledge of HR and employment related laws and regulations.
  • Knowledge of overall federal contracting, including security compliance.
  • Ability to clearly and effectively communicate at multiple organizational levels, both verbally and written.
  • Excellent organizational, interpersonal and negotiation skills.
  • Work both independently and with a team.
  • Ability to handle multiple projects and adapt to changing priorities.
  • Strong problem solving, decision making, and crisis management skills.

Preferred Qualifications (Not Required)

  • SHRM-CP, SHRM-SCP or similar certifications.
  • Bachelors Degree in related field.

Special Position Requirements

Travel: As the company continues to grow and expand, some travel will be required to new and various work locations; expected to be less than 10%.

Schedule: Standard business hours, with flexibility to meet business needs.


This is a full-time position. NCC offers a competitive compensation packages: salary is commensurate with experience. Benefits include medical, dental, flexible spending, three weeks accrued Paid Time Off (PTO), paid federal holidays, and 401(k) with company match.
