SUMMARY
The role of the Director for Research and Evaluation is to create, enhance and implement internal and external research and evaluative processes to strengthen CTLs capacity to fulfill its mission and achieve intended outcomes. Areas of program oversight include data collection and reporting processes related to outcomes, annual evaluation activities, program quality improvement oversight, leading research initiatives, and driving the agency learning agenda. This position may lead other strategic initiatives as assigned, including planning, partnership development and similar projects. This position works closely with the Chief Program Officer and oversees personnel and contractors to complete activities.

RESPONSIBILITIES
  • Owns and drives agency learning agenda related to the agencys theory of change, known as Cycles of Well-Being.
  • Works collaboratively with the other members of the executive leadership team, especially program leadership, to develop departmental annual operating plan.
  • Works with program and development leadership to complete annual updates to agency and departmental logic models and evaluation plans, taking into account prior year performance, contract obligations and environmental changes impacting the client population.
  • Provides direction, guidance, and regular supervision to direct reports to ensure each individuals and department meet goals, objectives, and performance expectations and remain within budgetary restrictions.
  • Provides training and education for program personnel as needed to support personnel in understanding and fulfilling the theory of change and/or departmental logic models.
  • Oversees system of data collection and presentation (participant database and related technology, quarterly program performance dashboards).
  • In collaboration with departmental leadership, writes and oversees annual outcome report production for program departments, ensuring continuity with agency and departmental logic models, prior year performance, contractual obligations, and population changes.
  • Oversees performance quality improvement (PQI) program, including case review, risk management and prevention activities within programs.
  • Oversees CTLs research projects, including managing project pipeline and coordination with external researchers.
  • Annually, in collaboration with agency CEO and CFO, develops departmental budget and training and education budget for program personnel.
  • Provides staff support to the Board of Directors and committees as needed.
EDUCATION AND EXPERIENCE

  • Masters degree in social work, public health or equivalent required
  • At least five years of evaluation experience required.
  • At least three years of managerial experience required.
  • At least one year of Salesforce experience required.
