Supervision and Direction:

  • This position reports to the Chief Operating Officer and ensures that all applicable TM Associates-managed communities are in strict compliance with all rules and regulations set forth by TM, HUD, Low Income Housing Tax Credit (LIHTC), Rural Development, and other regulatory bodies. The Vice President of Compliance collaborates with and supports members of the senior management team, regional managers as well as community managers regarding compliance and training matters. They are responsible for the creation and enforcement of company compliance policies and procedures while reviewing and monitoring changes in regulatory and reporting provisions of government agencies. The position also provides consulting services for internal and external stakeholders.

Duties and Responsibilities:

  • Led the Compliance Department who are responsible for all aspects of HUD, LIHTC, RD and other affordable housing program compliance which includes move-in approvals, initial move in certification for lease-up, annual and interim certifications, audit responses from various agencies, external compliance reporting, HAP renewal contracts, submission of TRACS reporting, EIV processes, MOR preparation, etc.
  • Ensure that the first-year files are complete and accurate for lease ups and rehab projects.
  • Oversee the affordable/income restricted components of new developments/lease ups.
  • Provide timely delivery of high quality, value-added compliance reporting to state agencies, investors, syndicators, owners and other stake holders.
  • Oversee and audit monthly, quarterly and annual reports and owner certifications to various state, local and federal agencies, as well as financing and investment partners, as needed.
  • Develop processes that monitor tenant files to ensure compliance with HUD, LIHTC, RD and other affordable housing program rules and regulations.
  • Ensure all leases, attachments and forms are compliant with Federal, State and Local landlord tenant laws, HUD, LIHTC, RD and other affordable housing program requirements.
  • Provide Operations with information regarding compliance, leasing, regulatory, legal documentation and processes in order to comply with Federal, State and Local regulations and reporting requirements.
  • Work closely and collaborate with the Training and Development department ensuring that the information being disseminated to the field employees regarding compliance requirements, processes and documentation is accurate and up to date.
  • Builds strong solid relationships and serves as a mentor, coach and role model across the organization to property-based and corporate Team Members to continuously encourage professional growth and advancement within the company and in the housing industry. Demonstrates exceptional and interpersonal communication skills
  • Monitor overall portfolio performance in regard to timeliness and accuracy of reporting.
  • Communicate issues that may place a project at risk to appropriate team members and in conjunction with operational leadership (RPM’s, VP’s), develop an action plan that will help mitigate the risk and protect the investment.
Requirements:

Requirements

  • Bachelor’s degree or equivalent experience and/or professional certifications.
  • A minimum of 15 years of experience in LIHTC and/or Section 8 housing programs required. RD experience a plus
  • Must have working knowledge of rent regulations and affordable housing programs.
  • Strong leadership skills with the ability to lead by example.
  • Strong communication skills, verbal and written.
  • Strong problem solving and analytical skills.
  • Ability to take initiative in problem solving
  • Ability to develop and maintain effective working relationships and possess good customer service skills.
  • Ability to independently manage, set priorities, execute effectively and pivot as appropriate.
  • Proficiency with Microsoft Office Suite (expert excel functions preferred).
  • Knowledgeable and trained in Fair Housing regulations.
  • Proficiency with Yardi property management software, a plus.
  • Certification requirements: HCCP, NCP-E, TaCCs, COS, C3P, or other widely recognized affordable housing compliance certification are required.
