Under the general supervision of the Director of Substance Use Disorder, the Substance Use Disorder (SUD) Grant Manager supervises and monitors grant funds received by the SUD Department.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

  • Supervises and monitors grant funds received and distributed by DWIHN.
  • Reviews grant commitments and requirements.
  • Supervises and monitors special grants including but not limited to Women’s Specialty Services (WSS) grants.
  • Develops the scope of work.
  • Prepares RFP and contracts for grant implementation.
  • Creates statement of work.
  • Authorizes services in compliance with grant requirements.
  • Meets with service providers.
  • Provides oversight for service providers.
  • Ensures proper credentialing for service providers and their staff.
  • Develops policies and procedures for grant implementation.
  • Attends monthly meetings to review grant performance.
  • Write reports detailing grant execution.
  • Approves financial statement reports.
  • Conducts special audits regarding grant operations and funds.
  • Conducts site visits.
  • Conducts Motivational Interviews.
  • Determines Medicaid/Block Grant eligibility requirements.
  • Supervises Recovery Support Services.
  • Performs utilization reviews.
  • Prepares and completes surveys detailing grant performance.
  • Prepares reports for Board Actions.
  • Makes presentations to the DWIHN board and other stakeholders.
  • Supervises the development plans for DWIHN staff.
  • Determines appropriate levels of care for referral, assisting clients in selecting appropriate providers.
  • Initiates referrals to selected providers.
  • Conducts three-way warm transfer calls.
  • Assists providers with additional client information to assure appropriate referral for treatment services.
  • Reviews requests for authorizing/reauthorizing medically appropriate services and length of stay.
  • Discusses with the client the rationale, purpose, and procedures associated with the screening and assessment process to facilitate the client’s understanding and cooperation.
  • Gathers and assesses information and summarizes data for the client.
  • Assesses and determines the severity of client’s substance use disorder.
  • Assesses client’s immediate needs by evaluating relevant information including signs and symptoms of intoxication and withdrawal.
  • Administers appropriate evidence‐based screening and assessment instruments specific to each client to determine their strengths and needs.
  • Interprets results of screening and assessments and integrates all available information to formulate a diagnostic impression and determine an appropriate course of action.
  • Develops a written summary of the results of the screening and assessment to document and support the diagnostic impressions and treatment recommendations.
  • Performs ongoing assessments in collaboration with the client and concerned others to review and modify the treatment plan to address treatment needs.
  • Matches client needs with community resources to facilitate positive client outcomes.
  • Discusses rationale for a referral with the client.
  • Communicates with community resources regarding needs of the client.
  • Provides information to the client regarding the structure, expectations, and purpose of the counseling and referral process.
  • Provides continual evaluation of the client’s safety, relapse potential, and the need for crisis intervention.
  • Performs related duties as assigned.

  • Knowledge of the DWIHN provider network and community resources.
  • Knowledge of the Michigan Mental Health Code.
  • Knowledge of MDHHS policies, rules, regulations and procedures.
  • Knowledge of Federal policies, rules, regulations and procedures as it relates to DWIHN.
  • Knowledge of MHWIN.
  • Knowledge of the clinical care process (screening, assessment, treatment planning, case management, and continuing care).
  • Knowledge of compliance standards.
  • Knowledge of Medical Necessity Criteria for Behavioral Health Services.
  • Knowledge of the American Society of Addiction Medicine Patient Placement Criteria (ASAM).
  • Knowledge of SUD treatment modalities/programs.
  • Knowledge of SUD guidelines and licensing certifications.
  • Knowledge of Motivational Interviewing.
  • Knowledge of Recovery Support Services.
  • Knowledge of Medicaid/Block Grant eligibility requirements.
  • Knowledge of Women’s Specialty Service and related special grants.
  • Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and Substance Abuse Chapter III, State Plan for Medicaid, Michigan Department of Health and Human Services Quality Plan, BBA requirements and the Mental Health Code.

REQUIRED EDUCATION:

A Bachelor’s Degree from a recognized college or university.

PLEASE NOTE: A Bachelor’s Degree in the Human Service/Social Service field is preferred.

REQUIRED EXPERIENCE:

Five (5) years of professional experience in a behavioral healthcare or mental health setting including at least (3) years of professional experience in the Substance Use Disorder field.

REQUIRED LICENSE(S).

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.
