GENERAL PURPOSE

Perform a variety of working level clerical duties related to updating and maintaining voter registration files and election records as needed to conduct efficient and effective public elections in accordance with the Idaho Code.


SUPERVISION RECEIVED

Work under the general supervision of Election Supervisor or Assistant Election Supervisor.


SUPERVISION EXERCISED

Provide close to immediate supervision to election workers while in training or on a project‑by‑project basis.


ESSENTIAL FUNCTIONS

Operate computer terminal with proprietary software to maintain and update voter registration, including confidential voter information, to maintain accurate voter records.


Receive and process voter registration information according to established procedures, review application for completeness and eligibility, file into alpha precinct or comprehensive alphabetical files, update voter records.


Receive and serve public over the counter, assist public in completing voter registrations, instruct voters on procedures for voting, receive and process absentee requests, read and interpret county maps to identify voting precinct and instruct public as to polling locations for appropriate precinct for various elections and jurisdictions.


Respond to telephone inquiries related to registration procedures and deadlines; deliver information as to polling places, legislative districts, and related information.


Receive on‑the‑job training in more complex and technical aspects of office duties related to conducting and carrying out of local, state, and national elections; study election laws and county political organization (districts, jurisdictions, parties, etc.) to better assist the public.


Receive and review petitions to run for office and petitions for state or local initiatives; perform signature verification to assure proper eligibility.


Perform various tasks essential to the voting process; assist with acquiring and contacting polling places and poll workers; assist in training temp workers and poll workers.


Proof ballots and legal notices for accuracy.


Perform ongoing comprehensive filing activities; assure proper placement of voter registration cards; pull and amend cards, update records and re-file; perform file audits to assure accuracy.


Monitor local publications and newspapers, and maintain record of articles, publications, historical records, obituaries, and related information which may be utilized to verify or update voter records.


Bonneville County has an expectation that employees maintain regular, reliable patterns in their work product and attendance.


Perform other duties as required.


MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Graduation from high school with course background in basic office practices and procedures.

AND

B. One (1) year of experience as Election Clerk I.

OR

C. An equivalent combination of education and experience.


2. Required Knowledge, Skills, and Abilities:


Some knowledge of Idaho election laws; BONNEVILLE County election procedures, processes and political subdivisions (districts, precinct); election equipment and machines such as computer terminal, voting equipment, etc.; election filing systems; personal computer operations and various software (including but not limited to Microsoft Word, Excel, and Outlook); interpersonal communication skills and public relations; ballot organization and development; modern filing and office systems, state and federal election laws, and procedures.


Ability to perform basic mathematical computations, operate a variety of types of standard to complex office equipment, perform under time pressures in meeting work obligations and deadlines, communicate effectively verbally and in writing, work productively in a non‑partisan manner, develop effective working relationships with elected officials, public, and fellow employees, type accurately, operate computer keyboard, read maps as needed to locate and pinpoint polling sites and precinct boundaries, pay attention to detail/proof accurately, ability to follow instructions.


3. Special Qualifications:


  • Must be able to type and file accurately.
  • Must be able to lift 40 lbs.
  • Must be able to work flexible hours including some Saturdays.

4. Work Environment:


Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing. Occasional moderate to heavy lifting. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg, and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, including guided and creative problem solving. Occasional travel required while performing job duties.
