Liberation provides services for youth, adults and families that include two inpatient treatment programs, outpatient and intensive outpatient services, health education for older adults and people living with HIV/AIDS and other chronic illnesses, treatment and resources for adolescents and their families, education and prevention efforts in the community, and permanent supportive housing for families. In operation since 1971, the agency has sites in Greenwich, Stamford, Norwalk and Bridgeport and served more than 2,400 individuals in our last fiscal year.

Job Purpose/Function

The Harm Reduction Specialist & Driver is situated within Liberation Programs Harm Reduction Department. This department was established by Liberation to bridge the gap between harm reduction and traditional addiction treatment approaches, and assists the organization in offering low-barrier, culturally competent, trauma informed outreach to people who use drugs, in an emotionally safe environment, while delivering practical interventions.

The Harm Reduction Specialist and Driver plays a critical role in delivering Liberation Programs Outreach based services, while taking responsibility for setting up and delivering an array of street-based services to people with active substance use, opioid use, and alcohol use - including injection drug users (IDUs), sex workers, people living with HIV / Hep C. Primarily responsible to conduct outreach activities, and supportive services, while engaging people outside of care and serving as a compassionate resource in assisting people to improve their wellness outcomes through offering safer use and safer sex materials, educational interventions, linkages and referrals to treatment and detox, including MAT provision directly from the Mobile Van. Working from a strengths-based and trauma informed perspective, this position will educate and empower individuals to advocate for their needs and work to provide resources and linkages. Plays a key role in communicating with the team about outreach activities, including reporting into data base systems. Will be responsible for operating vehicle safely, ensuring it is clean, well equipped, well maintained and road worthy.

Responsible to setting up tabling events, managing and setting up equipment including any necessary tents and heaters. Responsible for working professionally and collaboratively with clinicians, community organizations and all agency partners. The ideal person will be comfortable working from a harm reduction perspective, be committed to helping others, kind enthusiastic, extremely well organized, and passionate about “meeting people where they are”, on their recovery journey. A valid driver’s license is required and a CDL is a preference.

Duties and Responsibilities

  • Drive a vehicle on a regular route to punctually and reliably deliver outreach activities, prevention and harm reduction education, both outdoors at street sites and during community outreach events.
  • Identify potential recruitment locations. Engage in dialogue with community members to continually improve services.
  • Conduct participant intakes.
  • Provide safer drug use education, distribute syringes and other health related materials, and collect used syringes.
  • Provide overdose prevention education and distribute naloxone.
  • Offer HIV and Hep C testing
  • Work closely with Addiction Services/Medical personnel and staff.
  • Facilitate timely referrals and placements to ongoing treatment/recovery support providers.
  • Connect participants to medical care and mental health services.
  • Have conversations about self-care
  • Interview people with techniques that solicit self-motivation
  • Support people to meet their goals and that promote lifestyle changes.
  • Screen for social needs, environmental concerns, behavioral health, coexisting chronic conditions and link to supportive services.
  • Data entry, Report writing, record keeping as required by DPH and DMHAS, as well as compliance with CARF standards.
  • Driving required.
  • Other duties as required

Key Characteristics

  • Must be self-motivated, team-player with strong interpersonal and communication skills.
  • Active interest in harm reduction and understanding of harm reduction as a pathway.
  • Must be willing to work outdoors to deliver street side services in all weather.
  • Work with diverse groups including drug users, clinicians, administrators, law enforcement and other key members of the community
  • Demonstrated skill in actively listening, asking good questions, awareness of self and treating people as resources.
  • Understanding of and ability to maintain appropriate boundaries.

Qualifications

  • Firsthand knowledge of, or previous work experience in harm reduction an asset.
  • Certificate of completion of the CCAR Recovery Coach Academy© an asset.
  • Certificate of completion of Ethical Considerations for Recovery Coaches© an asset.
  • Certificate of completion of Spirituality for Recovery Coaches© an asset.
  • Certificate of completion of Recovery Coaching in Professional Settings© an asset.
  • Harm Reduction 101 – Offered by the National Harm Reduction Coalition (Can complete upon hiring)
  • Overdose Prevention – Offered by the National Harm Reduction Coalition (Can complete upon hiring)
  • Experience with the addiction recovery process.
  • Understanding of medication-assisted treatment and practices.
  • Training in CRAFT and Motivational Interviewing preferred
  • Familiarity with local support services, resources and recovery community.
  • Must have strong interpersonal skills, be non-judgmental and able to treat people with active drug use with dignity and respect.
  • Availability to work a flexible schedule.
  • Cross-cultural skills, and experience with culturally diverse populations.
  • Bilingual abilities are a plus.
  • A valid driver’s license, insurance and reliable vehicle required. (CDL License preferred)
  • Strong customer service ethic essential.

The Harm Reduction Outreach Recovery Coach & Driver is a full time non-exempt (40hour/week) position. Must be able to work a flexible schedule.
