The Recruiter/HR Generalist will be responsible for managing the full recruitment lifecycle including posting job positions, reviewing resumes, performing phone screens and periodically conducting interviews. The position will also provide general HR assistance including but not limited to employee relations, record keeping, back-up payroll processing, and various department projects.

Functions/Responsibilities:

Recruitment and Talent Acquisition:

  • Lead the end-to-end recruitment process, including sourcing, screening, and interviewing as needed.
  • Develop and implement effective recruiting strategies to attract top talent.
  • Partner with hiring managers to understand staffing needs and provide guidance as needed.
  • Manage job postings, review resumes, track applicant submissions, and ensure a positive candidate experience.
  • Coordinate job offers and negotiations.
  • Facilitate a smooth onboarding process for new hires, including coordinating orientation sessions, training sessions, and ensuring all necessary paperwork is completed.

HR Generalist:

  • Assist with review, implementation, and enforcement of HR policies.
  • Accurately respond to requests for verification of employment.
  • Respond to unemployment claims as needed.
  • Maintain human resources records such as recording transfers, terminations, changes in job classifications, and tracking paid time off.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Assist in the administration of the performance management program.
  • Serve as a trusted advisor to employees and managers on HR related matters.
  • Promote a positive and inclusive workplace culture by supporting employee engagement initiatives.
  • Address and resolve employee concerns and conflicts in a timely and fair manner.
  • Maintain HR metrics and generate regular reports to monitor key performance indicators.
  • Assist in the administration of the benefits program as needed.
  • Payroll processing tasks.
  • Other projects as assigned by US Signal Management.



Competencies:

  • Must be well-organized and have strong attention to detail.
  • Strong knowledge of recruitment practices and employment law, including FLSA, FMLA and ADA.
  • Ability to write and proof-read documents.

  • High level of integrity and ability to handle confidential information.
  • Ability to build relationships with people and maintain professional demeanor in the office.
  • Strong problem solving and decision-making skills.
  • Proficient in MS Office applications (Excel, Word, Outlook).

Education:

Bachelor's degree in Human Resources, Business Administration, or a related field.

Experience:

2-5 years of experience in a professional Human Resources environment, preferably with recruiting experience.

Working Conditions and Physical Demands:

This position operates in a variety of environments. The majority of the time is spent in a professional office environment and this role routinely uses standard office equipment.
