Summary: Oversees and leads the day-to-day HR Operation to support the overall business and assist in developing and implementing plans to meet the bank's goals and objectives relative to people and culture. Responsible for overseeing bank-wide programs which provide services and support to associates which create a positive and inclusive workplace.
Essential Duties and Responsibilities include the following. Other duties may be assigned
- Develops and maintains recruitment programs for internal and external candidates, including recruitment strategy, procedures and forms for screening, interviewing, testing, and placement. Oversee the onboarding and offboarding process and experience to provide a compliant and overall positive experience.
- Provides leadership, support and oversight to the HR and Learning and Development team. Develops and coaches the team, providing opportunities for learning and career growth.
- Assists in the creation of Talent and Development Programs designed to engage and retain associates and ensure ongoing development of talent to help the organization build leaders and develop associates for their next level role.
- Consult with all levels of management on various HR related matters. Acts as a liaison between management and associates regarding personal or work problems and resolves them as appropriate. Acts as a role model for conflict resolution and identifies opportunities to build relationships through coaching
- Meets with all levels of management regarding associate relations concerns/issues. Consults with Legal to ensure appropriate steps and actions are taken to stay within regulatory parameters. Identifies opportunities for performance improvement and works with management to create action plans which will lead to improved performance.
- Makes fair and reasonable assessments of situations and takes appropriate action to ensure compliance with all state and federal employment regulations.
- Oversees and administers all associate benefit programs, including but not limited to, workers comp, BOLI, life insurance, disability insurance, accident and health insurance, dental, retirement benefits, tuition assistance, EAP, leave, personal time, and variable compensation and bonus programs.
- Establishes resources and ongoing education and support for associates on specific problems or questions relating to benefits and works to ensure that programs are understood and well utilized.
- Collaborates with vendors and outside agents to ensure competitive pricing and best in class benefit options for various insurance plans/programs. Presents ideas and strategy for annual renewal to senior leadership.
- Administer Bank’s Compensation Program; monitor the salary administration, bonus and recognition programs and ensure accuracy and equity in all pay programs. Assures that all associate salary changes are within the salary structure and current bank policy.
- Provide insight and guidance to managers on pay practices and assist in making compensation decisions relative to pay equity, performance/merit, and market.
- Serves as EEO/AAP Officer responsible for creating the Bank’s Annual Affirmative Action Plan. Monitors and reviews all personnel actions to conform to the Bank’s EEO/AAP policies and objectives. Responsible for maintaining the necessary records, and reports to comply with all government regulations, such as FDICIA, Wage and Hour, and with the goals and objectives of our equal employment opportunity and affirmative action program.
- Serves as SAFE Act Officer. Administrator for the NMLS website. Works closely with stakeholders to ensure that appropriate Mortgage originators are registered with NMLS.
- Maintains the contents of the Associate Resource Guidebook. Assists associates regarding interpretations relating to specific policies, procedures, problems or questions. Monitors state and federal labor laws and regulations as they apply to the bank and makes recommendations to assure compliance with all legal requirements.
- Maintains and monitors all HR related programs and policies. Works with legal where clarification is needed. Distributes to associates as changes occur.
- Coordinates with EVP CHRO when compiling information for the annual Budget Review process. Maintains HR budget and monitors expenditures to ensure they are appropriate and within budget.
- Performs such other duties assigned, including acting as the bank’s representative in connection with various Human Resource organizations.
- Completes all yearly compliance training and testing and complies with bank, federal, and state regulations. Complies with Bank Policies and Procedures. Adheres to departmental and bank-wide service standards.
- Maintains strong understanding of legal and professional developments within the HR profession and takes action to build/build upon understanding of the banking/financial industry.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience: Generally, requires a four-year degree or an equivalent combination of education and experience plus more than five years of relevant experience related to HR Operations, Employee Relations and Benefits.
Skills needed:
- Supervisory Experience; Strong Leadership background and understanding of leadership models
- HR Knowledge; Regulatory, Legal and Industry Best Practice
- Excellent communication, interpersonal and organization skills
- Highly developed written and verbal communication skills
- Strong understanding of employee relations; handling investigations, mediation, discipline and performance improvement
Certifications, Licenses and/or registrations: SHRM-CP or SHRM-SCP preferred
Computer Skills: Knowledge of computer applications including MS365- Teams, PowerPoint, Word, Excel.
