Role Overview:The Learning and Development Operations Specialist performs independently responsible, professional, and administrative work for Operations’ Learning and Development. The role involves working directly with the Division Manager and project workgroup to assist in creating and maintaining skills-based programs.
Key Responsibilities:
- Program Coordination:
- Plans, organizes, and coordinates the revamp of skills-based programs with the Division Manager.
- Involves managing diverse administrative operations.
- May administer or manage specific projects, programs, or services.
- Research and Analysis:
- Conducts research and analytical studies on a variety of programs and issues.
- Performs detailed fact-gathering, data compilation, and report writing on topics such as budgets, organizations, workforce management, operations, and administrative systems.
- Conducts analysis to improve process efficiencies and workflow, simplify procedures, and implement cost reductions.
- Assessment and Material Creation:
- Assists in assessment building, including the creation of assessment questions.
- Responsible for creating new skills handbooks and instructor handbooks.
- Organizes large amounts of information to support program development.
- Creates handbooks and materials related to the creation and updates of skills-based programs.
- Reporting and Policy Development:
- Prepares and presents verbal and written reports, including conclusions and recommendations for improving processes and procedures.
- Issues and interprets internal operating policies.
- Leadership Representation:
- Represents Learning and Development leadership at meetings as requested.
- Review and Recommendations:
- Reviews memoranda, reports, and similar materials, summarizing and making recommendations as necessary.
Qualifications
- Thorough knowledge of the principles and methods of public administration;&
- Thorough knowledge of the principles and methods of data gathering and compilation;&
- Ability to write clear concise reports, memoranda, directives, letters, technical data sheets. etc;&
- Ability to develop comprehensive plans from general supervision and with only general direction;&
- Ability to plan, assign and supervise the work of others;&
- Ability to meet the public and discuss problems and complaints tactfully, courteously and effectively;&
- Ability to establish and maintain effective working relationships with internal and external stakeholders.
- Knowledge or experience in the Utility field, preferably in Water and Wastewater • Thorough knowledge of instructional design and assessment creation
- 2 years of professional experience in a learning environment, training and development, business administration, program management, or organizational development professional.
- 5+ years of professional experience in a learning environment, training,, and development, business administration, program management or organizational development professional.
- High School diploma or equivalent;
- Bachelor’s degree in Education, Instructional Design, Organizational Design, Business Administration, or a related area
Ideal Candidate:
- A detail-oriented individual with strong organizational skills who can handle multiple aspects of program development and operations.
- Ability to conduct in-depth research and provide thorough analysis to optimize processes and reduce costs.
- Experience in preparing comprehensive reports and presenting findings to leadership.
- Strong communication skills for representing leadership and conveying policies and recommendations effectively.
