Responsibilities and Duties: Working under the supervision of the Chief Executive Officer, the Chief Information Officer (CIO) has overall responsibility for leading our organization’s technology initiatives and digital transformation which includes aligning our Information Technology (IT) strategy with business objectives, driving innovation, and ensuring the effective implementation of technology solutions to enhance efficiency, productivity and competitiveness.

Specific duties include:

  1. Strategic Leadership:
  2. Develops and executes the organization's IT strategy in alignment with business goals and objectives;
  3. Provides visionary leadership to drive innovation and digital transformation initiatives;
  4. Identifies emerging technologies and trends that can provide strategic advantages for the organization;
  5. Implements the organization's technology plan, reviews plan on scheduled cycle, and makes updates as needed;
  6. Technology Infrastructure Management:
  7. Oversees the management and optimization of the organization’s technology infrastructure, including networks, software systems, and applications;
  8. Ensures the reliability, security, and scalability of IT systems and infrastructure;
  9. Leads efforts to modernize and streamline technology platforms to enhance performance and reduce costs;
  10. Maintains inventory of technology devices (e.g., laptops, phones, etc.) and ensures set up for employees;
  11. Conducts annual review of systems to assess efficacy of systems, system risk and threats and to assess and forecast departmental needs;
  12. Information Security and Compliance:
  13. Performs duties of the HIPAA (Health Insurance Portability and Accountability Act) Security Officer to include overseeing and coordinating company-wide efforts to identify, promulgate, and enforce key agency security initiatives and standards. The Security Officer will work with all departments/positions, including HR (Human Resources), Quality Assurance/Improvement, service programs, legal and others, in the performance of these duties;
  14. Assesses the organization’s current security compliance status against the necessary status (gap analysis) by conducting security audits annually and across the year;
  15. Develops and implements robust cybersecurity measures to protect the organization’s data and information assets;
  16. Works with the appropriate individuals to ensure that the facility implements and maintains the appropriate security forms, materials, and practices;
  17. Stays current on federal and state security law developments and changes;
  18. Establishes and enforces IT policies and procedures to mitigate risks and ensure data integrity and confidentiality;
  19. In the event of a compliance review or investigation, functions as the liaison between the Office for Civil Rights (OCR) and/or other investigating, oversight, or reviewing bodies;
  20. Digital Innovation and Transformation:
  21. Champions digital innovation initiatives to enhance customer experience, operational efficiency, and competitive advantage;
  22. Leads the evaluation and adoption of new technologies and digital solutions that align with business objectives;
  23. Fosters a culture of innovation and continuous improvement;
  24. Maintains a clear strategic vision of how and what data is used to further strategic objectives;
  25. Collaboration and Stakeholder Management:
  26. Collaborates with executive leadership, department heads and key stakeholders to understand their technology needs and priorities;
  27. Serves as a trusted advisor to business units, forming effective cross-divisional working relationships and providing strategic guidance on technology solutions and investments;
  28. Builds and maintains effective relationships with technology vendors, partners and service providers;
  29. Other duties may be assigned as circumstances warrant.
Requirements:

Knowledge, Skills, Abilities and Personal Characteristics:

  1. Bachelor's degree in Computer Science, Information Technology, or related field required. Master’s degree preferred.
  2. Minimum 2 years experience required in a senior leadership role overseeing IT strategy and operations.
  3. Has experience in balancing value versus cost and driving commercially successful products, specifically related to Enabling Technology (ET) initiatives.
  4. Demonstrated success in driving digital transformation initiatives and implementing innovative technology solutions.
  5. Strong understanding of cybersecurity best practices, risk management, and compliance requirements.
  6. Strategic mindset with the ability to think creatively and translate business needs into actionable IT strategies.
  7. Proficient with Microsoft Office Suite or related software.
  8. Can effectively communicate technology initiatives, explaining the importance of new technology or new ways of thinking about data and systems to a broad spectrum of users.
  9. Excellent interpersonal, negotiation, and conflict resolution skills.
  10. Excellent organizational skills and attention to detail.
