JOB SUMMARY:
- This position is responsible for the prevention and extinguishment of fires, the protection and saving of life and property, and the enforcement of fire prevention codes, as well as any law pertaining to the prevention and control of fires. Plan and conduct programs of fire inspections and public education in the areas of Fire Prevention and Life Safety, including that of performing inspections and investigation activities within the City of Columbia.
ESSENTIAL FUNCTIONS:
- Discuss any recommended modifications or changes with the contractor and/or owner;
- Investigate complaints of fire safety hazards which are reported and have the ability to respond to questions regarding hazards and violations;
- Conduct re-inspections as directed;
- Conduct education and information programs regarding fire prevention;
- Be thoroughly familiar with the policies and procedures of Columbia Fire & Rescue;
- Have a thorough knowledge of the International Fire Code & NFPA;
- Shall respond to fires and other emergency conditions on and off duty, to include but not limited to on-scene firefighting, as needed;
- Maintain records and prepare required reports;
- Provides high-level administrative support to the Fire Marshal;
- Providing a variety of information to the general public either face-to-face or over a telephone; Compiling information and preparing routine or standardized reports, letters, and memos; Entering data or information into a personal computer (PC) in order to maintain and update records;
- Prepares and maintains file folders for records keeping systems; Retrieving filed material; training records, disciplinary records, citizen complaints;
- Prepares agendas and schedules for meetings, and other assigned events; takes and distributes minutes or other notes as requested;
- Uses database and spreadsheet programs to produce summary reports, and print tables of numerical information;
- Schedules and attends meetings and schedules facilities;
- Attends and reviews Mass Gathering events when assigned;
- Assists with resolving difficult code enforcement situations by meeting with contractors, developers, engineers and attorneys to negotiate alternate compliance to codes and plans;
- Shall perform other duties as assigned.
SECONDARY FUNCTIONS:
- Acts as Fire Marshal as required;
- May serve as PIO Liaison or Safety Officer in Incident Command System;
- Performs other duties as required.
SUPERVISORY FUNCTIONS:
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
MINIMUM QUALIFICATIONS:
- All Certifications must be approved by the Tennessee Fire Commission and/or Certificates must be approved by the Tennessee Fire and Codes Academy. Appointee shall have or obtain the needed Tennessee Fire Commission’s certifications within two years of appointment.
- Certification as a Fire Inspector in the State of Tennessee or the ability to obtain certification within one year.
- Certification as Fire Investigator within one year;
- Must possess and maintain a valid Tennessee driver's license;
- NIMS compliant; if external applicant, upon hire must obtain required NIMS certification
- CPR & First Aid Certified
KNOWLEDGE, SKILLS:
- Codes, laws, statutes and/or ordinances pertaining to the City's fire code and building code;
- Principles and practices of Fire Department administration standards and operating procedures;
- Principles and practices of fire prevention, suppression, and investigation;
- Fire prevention inspection methods and techniques;
- Storage, use, and handling of hazardous materials and the Federal and State laws that regulate them;
- Fire protection systems;
- General office equipment. Operates a variety of standard office equipment such as a copy/facsimile machine, telecommunications equipment, and camera;
- Interacts with citizens to answer questions, and educates them to eliminate and prevent fire hazards;
- Deals with difficult public contact situations;
- Instructs and gives technical advice to staff regarding fire inspections;
- Clarifies the intent and application of fire codes for management, employees, and the general public;
- Prepares and makes appropriate verbal and written recommendations;
- Prepares accurate and complete reports such as performance appraisals, program management guides, and benchmarking reports;
- Conducts presentations to convey information about inspection related problems or activities;
- Must possess strong computer and computer application skills that at a minimum include Microsoft Office Suite products including Word and Excel.
- Modern firefighting methods and prevention practices;
- Traffic laws and regulations.
ABILITY:
- Plan, assign, coordinate and manage the functions and activities of assigned areas;
- Supervise, train, and develop employees effectively;
- Coordinate activities of staff assigned including predominance evaluation or recommendation or actions to superiors;
- Develop effective fire prevention programs;
- Conduct accurate, thorough fire scene investigations;
- Perform related work in environments and sites in various conditions or stages of completion;
- Evaluate technical reports and engineer effective alternate fire protection measures;
- Investigate and resolve complex or sensitive citizen issues;
- Establish and maintain effective working relationships with City staff and the general public;
- Operate computerized fire information systems, and general office equipment;
- Prepare administrative and technical reports;
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry;
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;
- Ability to speak clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; demonstrates group presentation skills; participates in meetings;
- Ability to write clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively; able to read and interpret written information;
- Ability to follow instructions, responds to management direction; completes tasks on time or notifies appropriate person with an alternate plan;
- Ability to meet scheduling and attendance requirements.
- Ability to obtain a state fire inspector certification within one year of hire or promotion
- Recognize life safety hazards
PREFERRED QUALIFICATIONS:

- Tennessee Emergency Medical Responder License or Higher;
- Firefighter I & II;
- Fire Officer I;
- Fire Safety Officer;
- Hazardous Materials Technician;
- Car Safety Seat Technician;
REQUIRED EDUCATION/OR EXPERIENCE:
Minimum three (3) years related experience and/or training; or equivalent combination of education and experience
PREFERRED EDUCATION/OR EXPERIENCE:
Bachelor’s Degree (B.A. or B.S.) or equivalent; or five years related experience and/or training; or equivalent combination of education and experience.
