Job Summary

The Justice and Community Health Liaison role is to function between the OCHN Network, MDOC and Probation/ Parole, courts and other justice partners. The priority will be to bridge gaps in system/process knowledge, be a point of contact for referral, screening and assessment, to improve outcomes for people served and reduce future criminal justice involvement.

Essential Functions

  • Completes Mental Health and Substance Use Access Eligibility Screenings to determine eligibility for Medicaid specialty services by utilizing clinical level of care tools (MichiCANS, LOCUS, ASAM).
  • As needed, coordinates with OCHN Access Department and/or Sober Support Unit for higher level of care substance use disorder treatment services for persons with co-occurring mental health and substance use disorders.  
  • Has knowledge of multiple community resources and link/coordinate these resources to individuals who are in need and/or do not meet criteria for OCHN services. 
  • Connects out-of-county individuals with appropriate CMH contact.   
  • Establish positive working relationships and promote cross-system cooperation with Probation, and MDOC, courts and the general justice system in Oakland County and with the OCHN provider network.
  • Bridge communication, understanding, and service gaps within/between communities, OCHN providers and the jail.
  • Facilitate ongoing troubleshooting, policy level decision making and program development.
  • Provide training to justice partners and the OCHN Network as needed.
  • Identify info-sharing barriers and propose solutions, while adhering to privacy requirements.
  • Provide case consultation (non-clinical) to support resolution of barriers.
  • Participate as an active member of the Behavioral Health Justice Collaboration (BHJC).
  • Prepares verbal, written and statistical reports for use within and outside the agency while observing appropriate regulatory content and timeline requirements.
  • Participates as an active member of the Behavioral Health Justice Collaborative, MDOC Parole Steering Committee and attend other meetings, workshops, committees and conferences.
  • Share and retrieve information with Probation/MDOC Officers, courts and others related to attendance and program adherence.
  • Documents necessary clinical information for the OCHN medical record system.
  • Other duties, as assigned.

Education Requirements

  • Master's degree in the behavioral health field.

Training Requirements

  • State of Michigan licenses, certification and / or registrations as Psychologist (LP), Social Worker (LMSW), Counselor (LPC), or Marriage and Family Therapist (LMFT). Will consider limited license with appropriate experience. 
  • CAADC, preferred 
  • LOCUS and ASAM training preferred. 

Experience Requirements

  • Three (3) years of experience in social work, human services, criminology, psychology, or related field. 
  • One (1) year of clinical experience providing mental health services to individuals with dual diagnoses. 
  • Experience providing therapeutic services to individuals involved with the criminal justice system, person with substance use and mental health diagnoses. 
  • Two (2) – Four (4) years of experience in Probation/Parole related services.

  • Demonstrates organizational skills needed to establish office procedures and maintain files and records.

Additional Information

  • Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
  • Must be available for meetings and events which may occur outside of standard office hours.
  • Work performed primarily in an office environment.
  • Hybrid (onsite/remote) work schedule available.
