The Animal Control Administrator is responsible for overseeing and managing all aspects of Animal Control operations in Ogle County, ensuring compliance with the Illinois Animal Control Act and related regulations. This role involves coordinating Animal Control activities, enforcing animal-related laws, managing staff, and promoting animal welfare and public safety.

Regulatory Compliance: Ensure all animal control activities comply with the Illinois Animal Control Act and other relevant state and local regulations. Maintain up-to-date knowledge of changes in animal control laws and regulations and implement necessary updates to policies and procedures.

Operations Management: Oversee day-to-day operations of the Animal Control Department, including field services, placement support, and administrative tasks. Develop and implement standard operating procedures to improve efficiency and effectiveness of Animal Control services.

Enforcement: Enforce local and state animal control laws, including licensing, quarantine, and vaccination requirements. Investigate reports of animal cruelty, neglect, and dangerous animals, and take appropriate action as required by law.

Public Education and Outreach: Develop and implement public education programs on responsible pet ownership, animal welfare, and safety. Serve as a liaison to community organizations, schools, and the general public to promote awareness and compliance with Animal Control regulations.

Staff Management: Recruit, train, supervise, and evaluate Animal Control Wardens and support staff. Ensure staff are adequately trained in animal handling, safety protocols, and regulatory compliance.

Budget and Resource Management: Prepare and manage the annual budget for the Animal Control Department. Oversee the procurement of supplies, equipment, and services necessary for operations.

Animal Care and Welfare: Ensure the humane treatment and care of animals in the custody of the Animal Control Department. Coordinate with veterinary services for the placement, care, treatment, and euthanasia of animals as needed.

Record Keeping and Reporting: Maintain accurate records of animal control activities, including impoundments, adoptions, citations, and investigations. Prepare and submit required reports to the Ogle County Board, local and state authorities.

Emergency Response: Develop and implement emergency response plans for animal-related incidents, including natural disasters and public health crises. Coordinate with other emergency response agencies as necessary.


Qualifications:

Education: Doctor of Veterinary Medicine degree from an accredited veterinary college, as well as a state license.

Experience: Minimum of 3-5 years of experience in animal control, law enforcement, or a related field, with at least 2 years in a supervisory or administrative role.

Certifications: Certification in Animal Control Officer Training (ACO) preferred.

Skills:

- Strong knowledge of Illinois Animal Control laws and regulations.

- Excellent leadership, communication, and organizational skills.

- Ability to handle stressful situations and make sound decisions.

- Proficiency in Microsoft Office Suite and animal control management software.

Physical Requirements:

- Must be able to stoop, squat, crawl, climb, and perform other physical duties as needed to investigate locations and animals and to apprehend animals when needed.
- Must be able to lift up to 50 pounds at a time.
- Must be able to traverse uneven terrain in all types of weather.


Work Environment:

- This position involves both office work and fieldwork, including responding to animal control calls and emergencies. The role may require working irregular hours, including nights, weekends, and holidays.
